Administration (FAA) has a requirement for On-Site Facility Management
of the Air Traffic Operations Management System (ATOMS). ATOMS is a
critical operational management information system that provides Air
Traffic Management, Headquarters and Field personnel with on-line
access to operational and managerial data. Air traffic managers at all
levels throughout the nation must have access to the information, as
it is collected, analyzed and refined on a real-time basis using
automation, telecommunications technology and personal computer
hardware and software. ATOMS includes 28 file servers which are
operated as operational Local Area Networks (LANs) that support
approximately 600 local users and over 450 workstations. ATOMS also
supports four remote networks plus hardware components which have been
distributed to over 600 field sites. ATOMS facility management support
includes the day-to-day management and operation of the associated
LANs, conduct of systems backups, additions/deletions of users to/from
the networks, limited user training, troubleshooting, network security
management, new hardware installation/support, software evaluation, new
software installation/support, telecommunications configuration and
support, help desk support, user training, software applications
development, limited hardware maintenance, the review of new
technology, review and purchase of telecommunications systems
(hardware/software) and maintenance and/or replacement of operational
hardware components. A Cost Plus Fixed Fee contract comprising of one
twelve month base period and four twelve month option periods is
planned. The annual estimated level of effort is 37,000 hours. The
applicable Standard Industrial Classification Code is 7376. The
Government intends to have a single contractor for this procurement.
This is a competitive, 100% (8a) Small Disadvantaged Business Set-Aside
and Numbered Note 4 applies. Offers will be rated by a Technical
Evaluation Team using a ''best value'' technical ealuation plan.
Evaluation criteria will give greatest emphasis to technical factors
over the proposed costs. The Request for Proposal is scheduled for
release on November 6, 1995. All responsible, certified 8(a) sources
may submit proposals. The FAA plans to complete this procurement
electronically to the maximum extent practical. Paper copies will only
be provided to those organizations which can not utilize electronic
communication. This will include but not be limited to using INTERNET
to provide the following: (1) Advance information to industry; (2)
Posting the Request for Proposal and any amendments; (3) Answering any
offerors questions via E-Mail; (4) Posting the recent schedule of
milestones leading to contract award; and (5) Receiving proposals,
including technical and cost proposals; however, at this time the paper
cover page of the offer is required with the signature of an authorized
representative of the company submitting the proposal. If desired by
the offeror, we will encrypt the proposals so they will be only
available to the Contracting Officer or those that are authorized by
