Bauer, Contracting Officer, 208-526-0090 The U.S. Department of Energy, Idaho Operations Office is seeking expressions of interest and comment from potential offerors to form teams to provide electric vehicle test services. These services would include a controlled regimen of electric vehicle testing against standard automotive industry test procedures, including track and dynamometer based tests, and an accelerated life test regime under commercial fleet use conditions. One of the team members must be a commercial fleet operator that has experience operating electric vehicles. The testing would be cost shared between the government and teams on a cost shared basis. The government would negotiate its cost share not to exceed 50% of total costs. Cost share from the participants would include cash contributions such as purchase of vehicles for testing. The teams would be asked to perform the testing on an as needed basis. The teams must have extensive experience in (1) testing electric vehicles using automotive industry standard test procedures on vehicle dynamometers and test tracks and (2) operating and maintaining electric vehicles equipped with automatic data loggers in commercial fleet applications. Expressions of interest should include a list of proposed team members, a statement of relevant qualifications, including facilities and electric vehicle testing experience, and indicate that the non-federal cost share requirement can be met. The expression of interest and comments must be submitted by November 30, 1995 to the DOE Contract Specialist and address shown above. This is not a Request for Proposals. (0291)
