Durham (205) 895-1169 (Site Code DACA87) Offeror shall provide services
as required to revise and update student course materials and
instructor teaching materials and administer and teach required number
of sessions of ''Cultural Resources: Identification, Analysis and
Evaluation'', ''Environmental Impact Assessment of Projects'', and
''Environmental Quality Planning.'' The instructional staff for each of
the courses shall consist of two qualified personnel, a lead instructor
and an assistant instructor. Both instructors will be at the course
site for the duration of the course of instruction. The sessions for
each course will consist of 36 hours of classroom instruction. Cultural
Resources: Identification, Analysis and Evaluation course provides
students with a broad-based understanding of the character and quality
of cultural resources as well as a working knowledge of the
identification and assessment procedures applied to those resources
affected by a proposed undertaking. The course is designed for
planners, study managers, life cycle project managers, and other
resource managers who will participate in the assessment and management
of cultural resources. Five sessions will be taught during FY96. Course
location, dates and session numbers are as follows: Session 96-01,
13-17 May 1996, Santa Fe, NM; 96-02, 20-24 May 1996, Santa, Fe, NM;
Session 96-03, 3-7 June 1996, Santa, FE, NM; Session 96-04, 10-14 June
1996, Santa Fe, NM; Session 96-05, 17-21 June 1996, Santa Fe, NM.
Option years FY97 and FY98 will be established for each of the five
sessions indicated. Environmental Impact Assessment of Projects course
provides the student with a working knowledge of the environmental
impact assessment process and the procedures to follow in preparing an
environmental impact statement (EIS) and other types of environmental
impact assessment documents. Four sessions will be taught during FY96.
Course locations, dates and session numbers are as follows: Session 96-
01, 8-12 April 1996, Huntsville, AL; ession 96-02, 29 April-3 May 1996,
Huntsville, AL; Session 96-04, 10-14 June 1996, Sacramento, CA; Session
96- 05, 8-12 July 1996, Dallas-Ft. Worth, TX. Option years FY97 and
FY98 will be established for four sessions each. Environmental Quality
Planning course provides students with a working knowledge of the
procedures for assembling and summarizing, for decision-making, the
results of environmental impact assessments and evaluation, and the
presentations of environmental planning for proposed undertakings. It
is designed primarily for environmental planners who will be making
such assessments and evluations and who will be responsible for
integrating the results of separate physical, ecological, cultural, and
aesthetic resource assessments and evaluations. Course location, date
and session number are as follows: Session 96-01, 5-9 August 1996,
Huntsville, AL. Option years FY97 and FY98 will be established for this
session as indicated. A firm-fixed price contract will be awarded as
the result of this solicitation. A technical proposal will be required
from all offerors. Technical evaluation criteria will be set forth in
the solicitation scheduled to be issued on or about 26 November 1995.
Copies of the solicitation shall be obtained by written request
without cost. One set of the course materials may be obtained from this
office at a cost of $75.00 (non-refundable). Payment will be made by
certified check, cashier's check, or money order payable to: Finance
and Accounting Officer, USAEDH. Telephonic requests will not be
honored. All responsible sources may submit a proposal which shall be
considered by the agency. The Standard Industrial Code applicable to
this procurement is 8999. For the purpose of this solicitation, any
concern whose gross annual receipts over the past 3 years do not exceed
an average of $5,000,000 is considered a small business. Offeror must
