MULTI -STAGE IMPROVEMENT PROGRAM (MSIP) BLOCK 1 SOL F19628-96-R-0002

solicit Grumman Melbourne Systems Division, Melbourne FL, for the Joint
STARS Constant Source (CS) effort. This effort requires the integration
of CIS AA (Combat Intelligence System (CIS) Automatic Associator
(AA)Constant Source into the E-8C Joint STARS airborne platform. The
proposed contract action will be issued and negotiated on a
non-competitive basis pursuant to FAR 6.302-1(a)(2)(ii). The E-8C
platform development and integration necessary to support the interface
to CIS AAof CS enhancements is dependent upon the hardware and software
configuration of the E-8C Joint STARS aircraft which is currently in
development by Grumman under contract F19628-90-C-0197. Only Grumman
Melbourne Systems Division has the requisite management, technical
expertise and resources as a system integrator to accomplish, within
schedule, the design, development, and integration of thesoftware for
the Joint STARS CS enhancements into the E-8C software baseline to
support the CIS AA interface. This effort will require the development
of approximately 11K of new or modified software lines of code in the
E-8C platform software. There will be approximately 5 Computer Program
Configuration Items that will be affected all of which are still in the
development phase as the E-8C baseline for Joint STARS is not yet
complete. CSCS provides simultaneous reception and input to the E-8C
platform of near real-time intelligence information from national and
tactical sources. The integration is intended to provide complementary
processing, correlation, and display of messages to provide a dynamic
order of battle. A Sources Sought Synopsis was published 01JUL94 and
a Notice of Contract Action was published 01DEC94. Subsequent to
publication of these synopses, the Government has eliminated the Radar
Management Upgrade (RMU) and the software portion of Joint Tactical
Information Distribution System (JTIDS) Interface Upgrade Phase 2
segments from the overall requirement. The Government anticipates
release of an RFP for the Constat Source requirement NOV95. Firms
