(FISC) Norfolk Detachment Philadelphia intends to negotiate on an other
than full and open competitive basis pursuant to FAR 6.302-1, ''Only
One Responsible Source'', with Dataflex Corporation, of Clearwater, FL,
the only authorized dealer of Apple Computer Education products for
schools in South Carolina. Dataflex Corporation is the only source that
can provide the required turnkey system consisting of Apple Products
(hardware), an Early Language Connections Bundle and an Early Childhood
Connections Bundle (software), and installation and maintenance of the
turnkey system, for the Fort Jackson Schools (Pierce Terrace
Elementary School), Fort Jackson, SC. This turnkey system will provide
a computer-based program to introduce early number and language
concepts, problem solving, and music and creative arts. Fort Jackson
Schools presently have Apple hardware throughout its three (3) schools.
Purchase of this system must provide continuity and a smooth transition
from 1st grade (Pierce Terrace Elementary School) to 2nd grade (Hood
Street Elementary School). The hardware and software must be 100%
compatible with the existing operating systems. Only Dataflex
Corporation can provide the following required characterisitics: a)
Educational Content: The system must be capable of providing a learning
program to introduce early number and language concepts, problem
solving, music and creative arts to children ages three to five. b) The
program must have a report making capability that will allow students
to be assessed on an ongoing basis in the areas of listening, reading,
speaking and writing. The system program must allow a portfolio
assessment method to be used. The reinforcement of higher level
learning (i.e., how to apply skills in a real world setting, how to
create (synthesize) better products based on computer skills and
concepts through interdisciplinary learning, cooperative learning,
active learning and individualized learning). c) The Fort Jackson
Schools reading curriculum is primarily based on a whole language
approach, terefore, the reading component of the system must also be
based on this approach. The system curriculum must meet the guidelines
for providing effective reading and writing instruction recommended by
the International Reading Association (IRA) and the National Council of
English Teachers (NCET). The premise is that reading and writing are
interconnected processes and that writing in response to reading allows
the students to integrate what they have read with their personal
experiences. The writing component must introduce various models of
writing and allow the learner access to a student-oriented word
processor to develop skills of drafting and revising text. d) The
training (staff development) component of the program must provide
trainers who have an educational background. Technological knowledge is
important for getting the system up and running, but to effectively
utilize the curriculum, the trainer must have instructional experience.
e) The system must have the ability to generate an alternative pathway
for students who reach a level of frustration. This will allow
teachers to make adjustments and customize the work for an individual
student's needs. f) The teachers must be in charge of student learning
activities. The instructional management system must provide the
teachers an opportunity to manage and customize learning experiences
and profile their students in various ways. Only Dataflex Corporation
can provide both the hardware and software, and can provide trainers
who know how the software interacts with the Macintosh hardware, and
can instruct the Fort Jackson staff in recognizing problems and solving

Philadelphia. If no affirmative written responses advantageous to the
Navy are received within fifteen (15) calendar days after publication
of this notice, a request for quotation will be issued to Dataflex
Corporation. Note, no contract award will be made on the basis of
information received to this notice. Further, the Navy will not pay for
any information provided. Any responses to this synopsis should be sent
