The NASA/Goddard Space Flight Center (GSFC) plans to issue an RFQ (RFQ5-64254/994) on a sole source basis to Talarian Corporation. The acquisition will be for an RTIE Development Module (inference engine process, 4/ea.). This acquisition is in support of the Hubble Space Telescope (HST), Code 440, Vision 2000 Control Center Reengineering effort. This branch requires a software development tool kit that provides the Vision 200 Development Teams with the capability of building software applications for time-critical analysis of HST spacecraft data. This acquisition is being done pursuant to 10 U.S.C. 2304 (c)(1)-Only One Responsible Source. This tool specifically is an inference engine that will do the critical analysis of real-time data by applying rule-based decision in the form of (IF) (some conditions exist, then perform some task). This function is used to help monitor the health status of the HST spacecraft in real-time. This software shall support open architecture with over 400 callable routines in the API (Application Programming Interface) which allows other applications and processes to be connected. It must also have flexibility for building rule-based decision real-time tasks with graphical interface. All responsible sources may respond by submitting a written narrative statement of their capability, including detailed technical information and other technical literature, demonstrating their ability to meet the above requirement, within 15 days of the publication of this notice to the above address.
