The National Railroad Passenger Corporation (AMTRAK) and the Long Island Railroad (LIRR) request submissions from qualified firms for the completion of final design work for the rehabilitation of the mechanical ventilation, electrical and structural systems in Long Island City and First Avenue Shafts of the East River Railroad Tunnels of New York City. Preliminary design work for rehabilitation was completed in the Fall of 1991. The intention is to issue two separate contracts within the next six (6) months for the final design, one of the Long Island City Shaft Rehabilitation and one for the First Avenue Shaft Rehabilitation. These projects are funded jointly by AMTRAK and LIRR, but will be administered by AMTRAK, the owner. BASIC SCOPE OF SERVICES - This project consists of the review of the preliminary design documents, review of those documents for acceptance and/or recommendations for modifications and preparation of the final design contract documents package. This is to include final design, calculations, drawings, specifications, cost estimates and a preliminary construction schedule for the rehabilitation of the shafts, including but not limited to: Ventilation and smoke removal systems. Exit stairways and shaft houses. Vertical discharge lines for tunnel sump pumps. Electrical substations and associated devices. Personnel/Maintenance elevator. Associated railroad utilities. QUALIFICATIONS - Submissions will be evaluated resulting in the invitation of shortlisted firms (or consortiums) to submit their detailed design proposals from a Scope of Professional Services provided by AMTRAK. The following are minimum requirements: Within the last five (5) years have performed the design of major industrial/tunnel ventilation systems, smoke removal systems, electrical distribution systems, vertical transportation systems, industrial architecture and underground tunnels. 1) Be familiar with railroad operations. 2) Be experienced with Federal, New York State and City codes and regulations and expertly familiar with NFPA standards 70, 72, 101 and 130. 3) Have a demonstrated knowledge/familiarity of construction, especially construction staging in a railroad environment. SUBMISSION REQUIREMENTS - Submissions should be formatted to provide the following information in the order listed, limited to twenty (20) pages or less. Submit one (1) original and five (5) copies. 1) List of major relevant projects completed by your firm within the last five (5) years. 2) A brief description and total value of each project. 3) A name and telephone number of a technical representative for the client for each project. 4) A description of the complete scope of services your firm is capable of providing. 5) Recent Standard Forms 254 and 255. 6) Submit to the undersigned no later than close of business on October 31, 1995: The National Railroad Passenger Corporation, Program Management Department, Third Floor - South Tower, 30th Street Station, 30th & Market Streets, Philadelphia, PA 19104, Attention: John R.
