Defense Mapping Agency (DMA) is seeking potential sources for Material
Control services at their St. Louis, Missouri complex. The material
control functions are comprised of material procurement, material
receipting, verifying, warehousing, and distribution, bench stock
counter operation, snow and ice removal, flood control, material
handling equipment operation and miscellaneous tasks. The Material
Control operates from 6:30 a.m. to 4:00 p.m. hours daily, Monday
through Friday, excluding Federal holidays, in an area approximately
520 square feet of Building 36 at 3200 South Second Street, St. Louis,
Missouri 63118-3399. In addition, approximately 16,665 square feet is
used for storage and warehousing activities. This space is located at
the 3200 South Second Street facilities and 8900 South Broadway, St.
Louis, Missouri 63125. The Material Control procures between 800 and
900 different material line items a month. Material is delivered based
on established priorities: (1) two days or less, (2) 3 to 5 days, and
(3) greater than 5 days. Distribution of priorities is 20%, 75% and 5%
respectively. Material must be received, verified, warehoused, and
delivered to designated job sites per established schedules. Material
Control also operates a bench stock counter. The bench stock consists
of approximately 2500 different material items (electrical, plumbing,
hardware, lumber, refigeration, alarms and controls, etc.) On-hand
quantities are established based upon recurring usage. Other
requirements include snow and ice removal for approximately 760,000
square feet of area at 3200 South Second Street and 8900 South
Broadway, 24 hour-a-day flood control capability at 8900 South
Broadway, and miscellaneous tasks. These tasks consist of excavation by
hand or back-hoe, operating an air compressor and jackhammer,
installing or removing signs, operating a tractor with a front-end
loader, patching of roads, parking lots, and sidewalks, and disposal of
debris found on the grounds. Majority of Material Control personnel
must have a minimum security clearance of TOP SECRET. All other
personnel must have a minimum security clearance of SECRET. Poeential
sources should submit the following information for evaluation of their
Material Control operation capability; statement of intent describing
the company's material control expertise, financial resources,
experience in supply of maintenance and construction materials,
references of other like services performed, electronic capabilities,
and motivation for participation in this program. The statement of
interest must be postmarked within 15 business days from date of this
