Y -- GENERAL CONSTRUCTION CONTRACT SOL G-C-3 DUE 103195. Contact Point, John R. DeVito, (215) 349-1225. Pre-Invitation Notice (Rehab of Mechanical & Electrical Systems) A. General. The National Railroad Passenger Corporation will solicit Technical and Cost Proposals shortly, to qualified firms, for construction covering major rehabilitation and modifications to mechanical and electrical systems, inside Penn Station, New York City. The General Contractors awarded this contract must be bondable and have the capability of performing at least 30% of the work with their own forces. The contractor will perform the work under the direction of Amtrak and a CM. The estimated value of the Lump Sum Contract is $15.25 million which will be performed over approximately 2.5 years. B. SCOPE OF WORK INCLUDES: 1. Demolition and removal; site preparation. 2. Excavation, backfilling and grading. 3. Bituminous build-up waterproofing. 4. Miscellaneous paving and utility work. 5. Architectural and structural work for the substations, fan rooms, electrical rooms, and mechanical rooms. 6. Mechanical work: includes furnishing, installing, testing, commissioning, and training of Amtrak personnel for the following systems: a. Penn Station platform normal and emergency ventilation system consisting of fans, dampers, controls, and including factory testing. b. Heating and ventilation for substations, fan rooms, electrical rooms, and mechanical rooms. 7. Electrical work: includes furnishing and installing the following: a. Incoming 13.2 kV electrical service from Consolidated Edison including primary switchgear and metering, dry type isolation transformers, 15 kV bus duct and primary distribution switchgear. b. Three new double ended substations. C. SPECIALIZED EXPERIENCE - A firm which has satisfactorily performed a minimum of five construction projects, for large building or large Transportation Facility Projects, over the last 10 years (minimum $15 - $30 million range) that include one or more of the following criteria: a. Work performed within a limited access facility. b. Railroad work performed by both internal and external forces. c. Adherence to railroad work rules and safety requirements. d. Schedule flexibility due to frequent track outages and work by others. e. Work involving major demolition. F. Work requiring major building or large transportation facility construction within a limited access facility in New York City. Provide the company name, address, telephone number and contact person for each project. A firm that can demonstrate the quality of previous construction (past record of performance in performance in performing construction contracts in the $15MM to $30MM range, noting such factors as cost control, quality of work and meeting of delivery schedules. A firm which can demonstrate past expertise in the development and maintenance of Constructions Schedules, using Primavera Project Planner Software. D. PERSONNEL QUALIFICATIONS - Proposed individuals should meet the following criteria: a. RESIDENT ENGINEER/SUPERINTENDENT (Engineering Degree, P.E. State of New York) with a minimum of five (5) years building construction experience as a Resident Engineer or Superintendent, managing Projects in the $15 - $30 million range within a Limited Access Transportation Facility Environment. b. QUALITY CONTROL SUPERINTENDENT with a minimum of five (5) years building construction related Quality Assurance experience as a Quality Assurance Superintendent or Manager. c. QUALITY CONTROL INSPECTOR with a minimum of three (3) years building construction related experience as a Quality Assurance Inspector. d. SCHEDULER (with Degree) with a minimum of five (5) years experience in the use of Primavera Project Planner Software. e. ESTIMATOR (with Degree) with a minimum of ten (10) years experience preparing cost estimates and negotiating construction changes for railroad or building construction. f. FIELD CLERK one (1), with a minimum of two (2) years experience in a position performed on building construction projects. Also, designate the experience of the Home Office Executive and Supervisory Staff proposed by the Offeror to support their personnel. E.
