Contracting Oficer Project generally consists of, but is not limited
to the following: 1. Construction of 0.9 acre gravel plot with a 8'
chain link security fence. 2. Installation of four Government Furnished
70' antenna towers. Twelve runs of 1/2'' foam coaxial cables shall be
installed from equipment building to each tower platform. 3.
Construction of 26' x 42' masonry (standing seam metal roof and split
faced architectural concrete masonry unit veneer) equipment building
including all electrical and mechanical equipment specified. 4.
Installation of two - 6 strand fiber optic cables underground in
concrete encased duct between RTR building and the existing underground
fiber optic cabling, and at the point of juncture, the existing and
proposed fiber optic cable shall be fusion spliced in handholes below
grade. Two - 6 strand fiber optic cables shall also be installed
underground in duct from the 01R Localizer equipment shelter to the RTR
#1 equipment building, continuing on the Manhole Airport Control No. 1
(MHAC#1) located on the east side of International Circle, and
continuing on in existing duct through Manhole Airport Control No. 2
(MH AC #2) to the Cable Termination Room in the new FAA Base Building.
The contractor shall furnish all fiber optic cable, duct, materials,
labor, and incidentals. 5. Installation of a lightning protection and
grounding system for the towers, equipment building and fencing. The
estimated price range is between $500,000 and $1,000,000. This
procurement is open to both large and small businesses. All responsible
sources may submit an offer which will be considered. To obtain a copy

Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
