items to accomplish: Paint exterior of buildings/structures.
Buildings/structures are World War II type constructed of wood frame
with wood or cement asbestos siding and concrete pier foundations, or
permanent structures constructed of CMU or CMU with brick veneer. Most
buildings are in need of extensive repair and surface preparation;
Provide exterior facility building number signs on each
building/structure whose exterior is painted; Paint interior of
buildings and structures. Building interiors vary in materials (e.g.
gypsum board, wood, metal, concrete, concrete masonry block, clay tile
block, or other materials). Interior painting includes incidental
repairs to provide complete maintenance, repair and correction, surface
preparation, work above 20 feet, windows and cleanup. Contract period
consists of Base Period (1 June 1996 through 31 May 1997) and a
one-year option period. This is a requirements type contract and
delivery orders will be issued. The proposed procurement listed here is
being considered for 100 percent set-aside for small disadvantaged
business (SDB) concerns. Interested SDB concerns should, as early as
possible but not later than 15 days of this notice, indicate interest
in the acquisition by providing to the contracting office above,
evidence of capability to perform and a positive statement of
eligibility as a small socially and economically disadvantaged business
concern. If adequate interest is not received from SDB concerns, the
solicitation will be issued as unrestricted without further notice.
Therefore, replies to this notice are requested from all business
concerns as well as from SDB concerns. Small disadvantaged business
concern means a small business concern that is at least 51 percent
unconditionally owned by one or more individuals who are both socially
and economically disadvantaged, or a publicly owned business that has
at least 51 percent of its stock unconditionally owned by one or more
socially and economically disadvantged individuals and that has its
management and daily business controlled by one or more such
individuals. This term also means a small business concern that is at
least 51 percent unconditionally owned by an economically disadvantaged
Indian tribe or Native Hawaiian Organization, or publicly owned
business that has at least 51 percent of its stock unconditionally
owned by one of these entities, that has its management and daily
business controlled by members of an economically disadvantaged Indian
tribe or Native Hawaiian Organization, and that meets the requirements
of 13 CFR 124. Socially disadvantaged means individuals who have been
subjected to racial or ethnic prejudice or cultural bias because of
their identity as a member of a group without regard to their qualities
as individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceding three fiscal years not in excess of $7 million. SIC Code:
