The purposed procurement is for OH-58D Kiowa Warrior airframes, drive systems, weapon systems, supporting services and data for production Lot XIII with an estimated quantity of 20 aircraft and includes an option for production Lot XIV with an estimated quantity of 20 aircraft. The Government anticipates a sole source award to Bell Helicopter, Textron Inc.,(BHTI) Fort Worth, Texas under the authority of 10.U.S.C. 2304(c)(1) based on the determination that only BHTI possesses the OH-58D experience, engineering/technical expertise and data base to perform the contract, and the Government does not own the specifications and drawings to permit full and open competition.
