Negotiator, 617-271-8679. 17. ON-SITE SYSTEM MANAGEMENT AND MAINTENANCE
AND REMOTE SITE SYSTEM SUPPORT OF THE AMC COMMAND AND CONTROL
INFORMATION PROCESSING SYSTEM (AMC C2 IPS). The AMC C2 IPS is a
comprehensive incremental upgrade of the command and control system of
the Air Mobility Command (AMC). The development effort is ongoing. AMC
C2IPS will provide automated information processing and communications
interface support to a variety of AMC organizations as well as USAF
combat forces. This is a concurrent task to the system development
effort awarded 12 Dec 88 to Computer Sciences Corporation, Moorestown,
NJ. Computer Sciences Corporation is developing, delivering and
installing fixed and deployable systems. This action provides on-site
assistance to largely undocumented developmental software as well as
on-site software troubleshooting, node system management and
maintenance. Assistance will be required at up to 85 Air Force and Air
Force Reserve locations worldwide, and at a centralized system support
help desk. Help desk personnel must have intimate knowledge of the
system as developed and established contacts with system developers.
Contractor personnel will be required to accompany deployable nodes
when and where deployed, and assistance may be required for 24-hour
notice deployment to Air Force crisis locations worldwide. Potential
sources must meet the following screening criteria: (1) Have
(inherently or by subcontracting or teaming arrangement) the
management, financial and technical expertise necessary to provide
system management of an incremental software development effort,
support and maintenance of fielded AMC C2 IPS nodes, (2) Have
experience in the operation and maintenance of computer systems in
operational areas, (3) Have knowledge of DOD Higher Order Languages,
OpenVMS & UNIX (from Digital Equipment Corporation), SQL and Oracle
relational database management software, (4) Have knowledge of the AMC
C2 IPS application software under development, (5) Have the capability
to troubleshoot and perform limited on-site maintenance on DEC 3000
workstations and associated AMC C2 IPS peripherals, (6) Have overall
knowledge of Air Force documentation, and (7) Have personnel cleared
through US SECRET security levels (four system managers must have a US
Top Secret security clearance). Potential offerors are reminded that
the current developing contractor may have a substantial competitive
advantage by virtue of its ongoing contractual efforts on this program.
Currently, the Government intends to solicit only the incumbent
contractor. However, the Government may solicit those interested firms
meeting the screening criteria in this synopsis. Any interested
offeror initially judged to be qualified will be provided a copy of the
solicitation on request, and any offer such a firm might submit will be
evaluated without prejudice. Responses to this synopsis shall be
limited to 20 pages, not less than 10 pitch type, double spaced and one
inch margins. Firms only interested in receiving a copy of the
solicitation for subcontracting or information purposes should so state
in their response. The RFP for Contractor System Management is expected
to be released in November, 1995. Small Business, Small Disadvantaged
