205-544-0308/ Contracting Officer NASA/MSFC plans to issue a Request
for Proposal (RFP) for fabrication of a 1m aperture Solar Telescope of
Gregorian Design based on detailed designs and analyses developed by
the Vavilov Optical Institute of St. Petersburg, Russia. The telescope
must be suitable for space flight, and the thermal performance of the
structure must be compatible with previously designed and manufactured
light-weight silicon carbide optics. The proposed contract action is
for supplies or services for which the Government intends to solicit
and negotiate under the authority of FAR 6.302-1, only one responsible
source. The proposed effort is to be added to an existing contract
with Lockheed Palo Alto Research Laboratories of Palo Alto, California.
The design of the telescope and fabrication of the silicon carbide
optics resulted from a Lockheed proposal to a NASA Research
Announcement. Must demonstrate an understanding and familiarity with
the problems experienced in designing a large aperture (1m diameter or
greater), diffraction limited, solar optical telescope for flight in
space and in their solutions. Must demonstrate experience and
understanding in dealing with Russian quasi-Governmental entities, as
well as the U.S. Bureau of Customs and other regulatory agencies, and
must be capable of interpreting and understanding Russian documents and
designs. Requests for copies of the RFP must be submitted in writing --

days from the publication date of this synopsis to submit their
qualifications/capabilities in the critical areas mentioned above,
along with a request for a copy of the solicitation -- Such
qualifications/ capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis -- Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government notto compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government-- RFP will be released on or about 15 days after publication
in the Commerce Business Daily (CBD) -- Firm date for receipt of offers
will be stated in the RFP -- The solicitation and any documents related
