Defense Supply Service-Washington on behalf of the Total Army Personnel Command (PERSCOM), Alexandria, Virginia intends to execute a bridge modification under contract MDA903-91-C-0179 to extend the period of performance from November 7, 1995 to August 7, 1996, with three (3) three month options. Pursuant to FAR 6.302-1 the cost-plus-fixed fee modification will be negotiated on a sole source basis with the contractor, Resource Consultants, Inc., 1960 Gallows Road, Vienna, Virginia 22182-3859. The bridge modification will allow for the provisioning of job assistance services and transition processing services to military service members, Government employees, and their family members. The modification will provide the Army a means to continue staffing, managing, and operating existing JACs and Transition Processing Center (TPCs). The specific services, management oversight, and logistical support that will be required under the bridge modification will include: (1) Teaching/informing transitioning personnel above various job search skills, available job search tools, and available job search resources; (2) Providing transitioning personnel with individualized counseling; (3) Marketing the job assistance program to transitioning personnel; (4) Accountability and maintenance of Government Furnished Property, to include automation equipment; (5) Replacement of obsolete or unserviceable automation equipment, office equipment, and office furnishings; (6) Implementation, management oversight, and maintenance of a service department unique Army Employer and Alumni Network (AEAN) database; and (7) Providing transition services to military personnel retiring or separating from overseas locations. A Statement of Work (SOW) is not available for this acquisition, however, solicitation DASW01-95-R-0026 is to be issued with regard to a re-solicitation entitled ``DoD Personnel Services Support Program''.
