SERVICES AT VARIOUS OWNED OR LEASED POSTAL FACILITIES IN THE NEW YORK
CITY METROPOLITAN AREA AND NORTHERN AND CENTRAL NEW JERSEY POC Project

United States Postal Service requires Indefinite Quantity Industrial
Hygienist/Architect-Engineer services at various owned or leased Postal
facilities located in New York City and surrounding counties (Boroughs
of Manhattan, Bronx, Brooklyn, Queens, Staten Island, and Counties of
Nassau, Suffolk, Westchester, Rockland, Orange, Dutchess & Putnam);
and Northern and Central New Jersey (Counties of Sussex, Passaic,
Warren, Morris, Essex, Hunterdon, Somerset, Middlesex, Mercer, and
Monmouth). Required services include: asbestos-containing material's
surveying/sampling scope of work and abatement cost preparation; air
quality monitoring and industrial hygenic supervision during abatement
activity; final inspection for conformance to contract specifications;
preparation of contractual documents and construction cost estimates;
solicitation and construction administration; and shop drawing review.
The Postal Service reserves the right to award multiple contracts. The
contract, with a guaranteed minimum of $5,000.00, will be for two
years, with options for three one-year renewals. Each task order will
be negotiated as an individual project and task orders for any one
project will not have a predetermined cost limit. The total contract
cannot exceed $500,000.00 for each 12-month contract period. The
contract may be renewed for three one-year periods provided that the
total contract amount does not exceed $1,500,000.00. Firms that have
the qualifications to perform the aforementioned services are invited
to submit a completed SF 254, Architect-Engineer and Related Services
Questionnaire, and a completed SF 255, Architect-Engineer Services
Questionnaire for Specific Project, and a completed SF 254 for each
proposed consultant, to the Office shown above, within twenty (20)
calendar days of this Notice. No other notification of this request
will be made. Following an initial evaluation, several firms will be
chosen for interviews. Selection will be based on the following
factors, in order of decreasing significance: a) proof of local, state
and federal certification to perform the aforementioned services; b)
a minimum of three (3) years of experience; c) location within
geographic area; d) SF 254 and SF 255 review; e) experience with lead
paint and PCB abatement; f) experience with USPS operations; and g)
experience with indefinite quantity contracts. On the SF 255, firms
with more than one office must indicate the staffing composition of the
office(s) which will perform the aforementioned services. Firms will be
considered as `local' only if their sole office is in, or within, 35
miles of the geographic area, if they have a local branch office
handling design, coordination and project management. There is no
geographical location restriction for consultants. The contract
contains a requirement for firms to provide evidence of current
insurance of $1,000,000.00 of errors and omissions per claim.
Participation of MBE and WBE is encouraged. Submissions will not be
returned or retained. The number of offers received, offerer identity,
or relative standing of offers will not be disclosed to anyone until
