202/366-4953 The U.S. Dept. of Transportation (DOT), Office of the
Secretary, plans to acquire Information Technology requirements (SIC)
code 7379) by issuing multiple Indefinite Delivery/Indefinite Quantity
contracts in a maximum of four functional areas. The functional areas
are: Information Systems Engineering (ISE) covering requirements such
as planning, designing, and development of information systems;
Systems/Facilities Management and Maintenance (SFM) covering
requirements such as mainframe technical support services, lease and
maintenance of peripheral hardware and other equipment, media center
system support and preventive maintenance; Information Systems Security
(ISS) covering requirements such as planning, training, incident
response, virus detection, disaster recovery and certification;
Information Technology Hardware/Software (H/S) covering requirements
such as COTS items and minor peripheral needs that are incidental to
meeting support requirements. For each separate functional area, OST
intends to 1) issue multiple Indefinite Delivery/Indefinite Quantity
contracts with a minimum guarantee and 2) compete subsequent
delivery/task orders among those firms that win a contract within a
functional area. It is the intend of this office to make available to
the other DOT Operating Administrations the opportunity to satisfy
their requirements by utilizing the contracts awarded under ITOP. The
Government intends, for each functional area, to award one 8(a)
contract, one small business contract, and as a minimum, one contract
to a firm under full and open competition. Offerors must submit a
complete proposal for each functional area they propose and may not
compete in more than one category (e.g., 8(a), small business, or full
and open) for each functional area. Offerors may submit proposals in
more than one functional area. There is planned two pre-solicitation
briefings; one for current holders of Office of the Secretary contracts
within the IRM community and one briefing which will be industry-wide.
The former shall be held November 7 1995, in Room 2230 of the Nassif
buildig (400 7th Street SW, Washington, D.C. 20590) from 9:00 to 11:00
A.M. The later pre-solicitation briefing shall be held November 9,
1995, in the Federal Aviation Administration (FAA) auditorium, 800
Independence Ave., S.W., Washington, D.C. 20591 from 9:00 to 11:00 A.M.
Offerors can only attend one briefing and are limited to two (2)
representatives regardless of which briefing they attend.

366-4953. A hard copy of the solicitation is available by written
request to the above address. The solicitation will also be available
electronically 24 hours a day via the Internet. Both a summary version
of the solicitation and the entire solicitation will be accessible via
World Wide Web (WWW) Server of Gopher if you are directly connected to
the Internet. The DOT WWW Server can be reached at

connected, select the menue titled ''New Announcements and Procurment

Info''. Please read the READ-ME-FIRST file for specific instructions
for downloading documents. (It is anticipated that a draft version of
the solicitation will be available for comment November 9, 1995.
Comments will be accepted up to two (2) weeks after that date and may
be sent via E-Mail to Bill_Clark@postmaster2.DOT.GOV or in writing to
the above point of contact.) The anticipated release date of the formal
solicitation is December 10, 1995. Note that these dates are subject to
change and it is the responsibility of the interested parties to
periodically check the solicitation status either through logging-on
the Gopher of by calling the above point of contact. The following

Disadvantaged Business Enterprises: The Dept. of Transportation (DOT),
Office of Small and Disadvantaged Business Utilization (OSDBU), has a
program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to rovide
accounts receivable financing. The maximum line of credit is $500,000.
