Management is conducting a market survey of firms specializing in
telephone service for single soldier barracks at Fort Carson, Colorado.
The contractor will be responsible for the furnishing, installing and
maintaining all telecommunications equipment, to include but not
limited to, inside wiring and other equipment and facilities used in
providing telephone service to the barracks. The telephone service
shall be equal to, or better, to the service offered by the Regional
Bell Operating Company (RBOC), U.S. WEST, within the surrounding area.
There are approximately 3,400 two person rooms in multiple barracks.
The barracks are concentrated in the northern and eastern areas of the
Fort Carson cantonment area. Additional barracks complexes are planned
for construction in the next five years. Charges for installation,
maintenance, and network access shall be comparable to charges for
telephone service in the off-post residential areas. Telephone service
shall provide the typical subscriber features offered to off-post
subscribers by the RBOC. At a minimum, the services shall include local
calling capability both on and off-post; Direct-Dial long distance
access; Operator Assistance; and Directory Listing. All telephone
service to the barracks rooms shall be at the soldier's expense and
there will be no cost to the government for any supplies, services, or
construction. All barracks rooms shall be wired with at least two
modular jacks. Current barracks buildings will all require new inside
wiring and all telephone cable must be buried. Full-time maintenance of
the system is required with a maximum 24 hour response time for trouble
calls. Individual billing of the subscriber is required. The government
shall also have the capability to minimize system operation for
national security reasons. The service agreement shall be for an
initial period of 15 years. The contractor shall have a 60 day
transition period from the date of contract award to provide telephone
service in the first phase of the project. The telephone system should
be in full operation within a 12 month period from contrat award. The
contractor shall provide a negotiated profit sharing arrangement with
the government with payments going to the installation Morale, Welfare,
and Recreation (MWR) fund. Offerors shall demonstrate their capability
to make the initial investment involved with the construction and
installation of the telephone system. Offerors shall be capable of
negotiating with other commercial communications companies, The Public
Service Commission, and other coordinating organizations. Offerors
shall have the capability to manage, operate, and maintain the system
over the life of the contract term and shall be able to respond to
changes in the barracks population at Fort Carson, CO. All responsible
sources desiring consideration are requested to fully identify
interest and capabilities within 15 days of the date of publication of
this synopsis to the contracting office and individual noted above.
