J -- J - J52-P-408A ENGINE SUPPORT POC Contact, Charlene Hammaker, Phone (703)604-6100 The Naval Air Systems Command is interested in teaming with commercial industry to construct a support concept for the EA-6B Aircraft, J52-P-408A engine, which, commensurate with fleet readiness goals, will comprise the most economical combination of organic and non-organic managed support functions. This effort may result in a competitive procurement for those functions that are determined to be candidates for other than organic management. The J52-P-408A engine is projected for utilization in the U.S. Navy operational forces until approximately the year 2015. A ''least-total-cost'' support concept is sought to provide engine and fleet replaceable component support to operational activities and effect required logistic and technical interface with Navy command and fleet activities. Functions to be retained by the government are currently envisioned to include overall program management, to include final approval of safety and mission critical engineering changes and organizational (fleet level on-wing and limited off-wing) maintenance. Functions presently considered for commercial support include off-wing maintenance of whole engines and components, material replenishment (following the depletion of curent supplies), spare component provisioning, inventory tracking, training of fleet maintenance and operator personnel, technical and operator manuals and publications, transportation of repair cycle engines and components/accessories and initiation of engineering change proposals. Interested sources are invited to provide information regarding completion of the development of a Navy/Industry commercial contractual support partnership agreement. Requests for Navy data regarding development of support concept should be made to the above point of contact. Responses to this RFI should be received not later than 4 December 1995. It is not the intent that this request for information be submitted for a request for a proposal. Any Navy-provided information to be provided is preliminary and subject to modification and is in no way binding to the government. In addition, the Navy has not made a final commitment to compete this effort and this request shall not be onstrued as such a commitment or authorization to incur any costs in anticipation of such a requirement. Any proprietary information submitted in response to this request will be protected when so designated. Responses should include the name of a point of contact with the knowledge to discuss your submission with government representatives.
