establish a requirement for design and development services to assist
the Training Support Squadron's (TRSS) interactive courseware
development for the Visual Imaging and Technology-Based Training
Resources and Services (VITTRS) Program. The TRSS, attached to Air
Education and Training Command, is located at Hill AFB. This effort
will be conducted as a two-step procurement with a FASA directed
Statement of Objectives as opposed to a Statement of Work. The contract
type will be Indefinite Delivery/Indefinite Quantity with an
anticipated base year period of performance from 1 Feb 96 to 30 Sep 96
and four option years. The workscope will include, but is not limited
to: (1) Construction and use of Non-Uniform Rational B-Spline (NURBS)
3D modeling, rendering, animation, and print-based by-products; (2)
Interpretation of simulator data and calculation of extensive 4D
mathematical modeling; (3) Creation and use of expert software and
logic, visual information management and manipulation; (4) The
understanding and application of expert theory-based instructional
design methodologies and principles in the design and application of
computer-based training products; and (5) Software engineering to
insure correctness, maintainability, flexibility, modularity,
reusability, and adaptability. The contractor will be required to be
located in close geographical proximity to Hill AFB, Utah. The nature
of the work necessitates extensive local coordination with government
instructional designers and frequent reviews with government project
management and subject matter experts. The approximate issue/response
date will be 09 Nov 95. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources may submit a bid, proposal, or quotation which
shall be considered. Don't request information on this requirement
until after the issue date. Requests for copies of solicitations must
reference the entire solicitation number, including purchasing office
identification number. To expedite your request, limit the number of
inividual solicitation numbers requested per letter to not more than
10. This proposed procurement is under a 100 percent small business set
aside, the size standard for which is 1,000 employees. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor,
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
