Federal Highway Administration (FHWA) is proposing to provide training
on highway capacity. The training would emphasize the updated Chapters
in the 1994 Highway Capacity Manual (HCM) but would also provide basic
instruction in capacity analysis for all types of highway facilities.
The training would consist of a 3-day short course with hands-on
applications of the Highway Capacity Software (HCS). The course would
be available to State and local agencies for $4500 and to private
organizations for $9000. The course is currently being developed
in-house and initially would be presented using existing FHWA and
support contract staff. In light of the recent revisions to the HCM and
the HCS, FHWA anticipates significant demand for highway capacity
training. This demand should be met as quickly and effectively as
possible and, as can be seen above, FHWA is prepared to provide one
avenue for such training. Other organizations that are currently
providing or are about to provide similar training should make FHWA
aware of their efforts. It is not the intent of the FHWA to compete
with other organizations but it is the agency's responsibility to see
that training in highway capacity is available to all agencies,
organizations and individuals that request it. FHWA wishes to assess
the other highway capacity training which is currently available or
planned to determine to what extent the FHWA should be involved.

resources and the sharing of information on this topic will assure that
professional training is available for public and private organizations
that need continuing education on the new Highway Capacity Manual and
Highway Capacity Software. Suggestions on FHWA's role in such training
