set-aside for small disadvantaged business (SDB) concerns. Interested
SDB concerns should indicate interest, in writing, as early as possible
but not later than 10 calendar days of this notice by providing to the
Contracting Office as a minimum the following information: (a) a
positive statement of eligibility as a SDB concern; (b) a positive
statement of your intention to bid on this contract as a prime
contractor; (c) evidence of management and execution experience and
technical capability in multi-discipline/multi-delivery order type
contracts; (d) provide evidence of bonding capability to the base year
minimum guarantee and the base year maximum. All of the above must be
submitted in sufficient detail for a decision to be made on
availability of interested SDB concerns. Failure to submit all
information requested will result in a contractor not being considered
as a qualifying SDB. If adequate interest is not received from SDB
concerns by close of business 10 calendar days from the date of this
notice, this solicitation will be issued on an unrestrictive basis
without further notice. Therefore, replies are requested from all
concerns as well as from SDB concerns. This project has a base year
minimum guarantee of $200,000 and a maximum of $2,000,000. work
includes but is not limited to the following: furnish all plant, labor,
equipment, and materials and perform all work required for Simplified
Acquisition of Base Engineering Requirements (SABER) in strict
accordance with the construction documents for VKAG 96-1200. This is an
indefinite delivery, indefinite quantity contract for construction
efforts at Seymour Johnson AFB, NC and Dare County Range, NC. The
contract will list a wide variety of individual construction tasks as
listed in the PULSAR (MEANS Facilities File). During the contract
period the Base Civil Engineer will identify construction tasks
required to complete each specific job and the Base Contracting Office
will issue individual delivery orders to the contractor to complete
those jobs. The contractor will be required to furnish all materials,
equipment and personnel necessary to estimated, plan, design, manage,
and accomplish the job. Individual jobs will vary in size with the
majority expected to be of a small to medium size. The jobs will
include tasks in a variety of trades, such as carpentry, road repair,
roofing, excavation, interior and exterior electrical, steam fitting,
plumbing, sheet metal, painting, demolition, concrete masonry, and
welding. Projects will be in support of real property maintenance,
repair, alteration, and/or new construction. Solicitation will be
available on or about 30 Nov 95. The performance period is one base
year plus four option years. Requests for solicitation packages must be
