908 532-6052. This is a market survey to locate additional sources
capable of accomplishing an upgrade to the current Common Hardware
Software I Simplified Handheld Terminal Unit used specifically in
support of the Field Artillery's Forward Entry Device (FED) program.
The upgrade is required to support digitization/interoperability
requirements (as identified in MIL STD 188-220A), to provide additional
RAM and to enhance processor performance (over that of the current
80286 based system). Specific requirements for the upgraded platform
include: DRAM expansion from 2 MB to a minimum of 4 MB (expandible to
16MB), a minimum of 8 MB of flash memory (expandible to 16 MB), an
upgraded processor (80486DX or better will be considered), a PCMCIA
slot capable of supporting one Type III or two Type II cards, and a MIL
STD 188-220A and X.25 compatible modem (with associated firmware
drivers). The upgraded product will include hooks for future expansion
to include: external VGA monitor and external hard drive interfaces.
The hooks will include the allocation of board real estate, appropriate
lands and circuitry to accept components required for implementation of
the identified functions without further design or modification and
appropriate modifications to the SHTU power supply to support
implementation of the hooks. The program is being executed with the
baseline being the existing product modified in order to support the
new functionality and to reuse existing peripheral cabling, battery
adapters, carrying cases, batteries and installation kits. The existing
maintenance and supply support system and logistics products will be
used to the maximum extent possible. The upgraded product will also
support simultaneous operation of the SINCGARS SIP radio with a G/VLLD
device or printer (via an additional RS 232 connector). The upgraded
product is required to meet the minimum requirements of the product
specification for the Handheld Terminal Unit (Rev R) (i.e. power
consumption, environmentals, physical characteristics, reliability,
etc.). The current source for the item and for the non recurring
engineering associated with the upgrade effort is MILTOPE Corporation.
Detailed technical data associated wih the manufacture and acceptance
of the current SHTU is not available from the Army. Suppliers capable
of furnishing the upgraded product must so indicate by writing to
Commander, CECOM, Linda Johnston, AMSEL-LC-SM-S2, Fort Monmouth, NJ
07703. All responsible sources may respond to this market survey by
submitting a narrative statement of capability, including detailed
technical information and other technical literature, demonstrating
their ability to meet the requirements identified above. The response
must include documentation such as test results, copy of purchase order
if the supplier was a vendor to the current source or a statement from
the current source demonstrating that the supplier can provide an item
that will be physically and functionally interchangeable with the items
that the current source supplies for this product. Successful suppliers
may be required to warrant that the items supplied will satisfactorily
perform when used for the purpose intended by the Army. Respondents
are further requested to provide rough order of magnitude pricing
associated with accomplishing this effort on a per unit basis (under
assumptions of range quantities of 1-1000, 1001-2000, 2001-3000,
3001-4000 and 4001-5000 over a 4 year production period). The deadline
for response to this notice is 15 days subsequent to the date of
