GP24L/Contracting Officer NASA/MSFC plans to issue a Request for
Quotation (RFQ) for a Vacuum Chamber System -- NASA/MSFC intends to
purchase from Varian, Inc. the following items: Item 1, Vacuum Chamber
System, quantity 1 each, consisting of: A) built-in Residual Gas
Analyzer (RGA), Model DetecTorr II, Part Number 03911-7142 or
equivalent, MFG by UTI, Inc., which shall be software driven in a
Windows environment; B) System shall consist of Windows based software
package that integrates all aspects of operation into a single program
to include: Instrument calibration, Data acquisition, Digital and
analog input/output card for IBM compatible control system; C) Two
additional gaskets for the Pyrex bell jar and implosion shield; D) Two
packages (20 total) of each size ConFlat flange used in the entire
system -- The specifications for the Vacuum Chamber System are as
follows: 1) The system shall be mounted on a modular steel cart with
lockable casters and a maximum height of 60'' from floor to top of bell
jar. Maximum width of cart to be 36''; 2) The bell jar shall be of
Corning Pyrex glass 18'' in diameter and 30'' high; 3) The system shall
have an electric/hydraulic lift to raise the bell jar and implosion
shield as a single unit a minimum of 18'' and be capable of swinging at
least 90 degrees to the front side of the cart; 4) The system shall
have a vacuum pumping system with automated control capable of
sustained operation from atmosphere to 10 to the minus seventh torr
with automatic electro-pneumatic gate valve; 5) The vacuum system shall
be designed and built around the Varian model 450 turbomolecular pump
with water cooled-heat band and compatible roughing system, automated
to prevent backstreaming and have an automatic venting capability; 6)
The vacuum system shall have dual vacuum gauges, those for readout of
the pumping system and those for the bell jar -- The gauges shall be
the Granville-Phillips type; 7) System power shall be 208 VAC 3-phase
and shall have 4 110 VAC outlets, one on each side of the cart -- The
main power cord shall be 15' long; 8) The warranty shall run for 12
months of operational time, exclusive of down ime -- The warranty shall
cover all components -- A list of all components, electrical and
mechanical drawings and two sets of operating instructions shall be
provided; 9) All connections for external sources, power and water,
shall come to an external location of the cart for ease of
installation; 10) The contractor shall install and demonstrate that the
vacuum pressure is in accordance with the specification -- The
installation shall be at MSFC -- This procurement is being conducted
under the Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA) Note: This procurement is
sole-source based on compatibility requirements -- Interested firms
have 15 days from the publication date of this synopsis to submit in
writing their qualifications/capabilities in the critical areas
mentioned above -- Such qualifications/capabilities will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis -- Responses received after the 15
days or without the required information will be considered
nonresponsive to the synopsis and will not be considered -- A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government -- See
Numbered Note 22 -- Oral communications are not acceptable in response
to this notice -- Responses must be submitted in writing --
