Technologies Demonstrations (ISTD) - Warfighter-1 Sources Sought
Synopsis, Request for Proposal F29601-95-R-0037. The Phillips
Laboratory, Space Experiments Directorate (PL/SX) anticipates the
acquisition of an advanced, space-based tactical surveillance
demonstration--Warfighter-1. Warfighter-1 will be a central element of
the on-going, multi-faceted Phillips Laboratory ISTD tactical
surveillance thrust. One major objective of the Warfighter-1
acquisition is to demonstrate and validate the utility of selected,
evolving space technologies to address critical deficiencies in the AF
Space Command Reconnaissance and Surveillance Mission Area Plan (MAP).
An equally important objective is to explore new ways to field
militarily significant space capabilities without the need to deploy
costly, stand-alone military space systems. It is anticipated that a
successful Warfighter-1 demonstration may result in future joint
Government- commercial ventures, wherein both parties effectively
leverage off their respective payload investments. The anticipated
scope of Warfighter-1 includes the definition, design, and fabrication
of an imaging payload, integration with the selected spacecraft, and
space vehicle environmental test, followed by launch vehicle
integration and on-orbit operations. As mentioned, a successful
Warfighter-1 may result in future joint ventures between Government and
commercial developers/operators. Therefore, detailed knowledge of
commercial space systems will be required. The Government anticipates
that the core of the Warfighter-1 payload will be an imaging sensor,
processor and software, designed to test the utility -- to the tactical
warfighter -- of near real time visible to mid wave infrared
hyperspectral imagery. Additional features of the Warfighter-1
demonstration are anticipated to be autonomous, on-board target
detection and sensor cueing, target geolocation, and on-board data
filtering and processing. The successful offeror will provide the
payload, spacecraf, launch vehicle and any unique ground system
hardware required for payload commanding or data acquisition,
processing, and dissemination. The Government will give favorable
consideration to proposals which offer some level of cost sharing of
the Warfighter-1 investment--most probably through the provision of
shared space on an existing or planned commercial spacecraft and launch
services. Interested contractors that are not considered to be a large
business are requested to submit a Statement of Capability(SOC). SOCs
shall be unclassified. At a minimum, the SOC must address Corporation
Capability and Personnel Experience in each of the following nine
areas. Military and Commercial: (1) Space vehicle design, (2) space
vehicle fabrication, (3) space vehicle integration & test, (4) space
vehicle launch, (5) space vehicle operations (6) commercial space or
tactical space sensors development, (7) integration and test, (8)
sensor operations, and (9) imaging sensor related support hardware and
software. Additionally, the SOC must show evidence of access to
adequate fabrication, integration and test facilities. A statement of
industrial security capabilities should be provided. Definitions: (1)
Corporate Capability - previous projects, performed under contract, or
as in-house efforts, which are clearly related to the development,
fabrication, integration, test and on-orbit operations of military and
commercial space systems, technologies and capabilities. If work was
accomplished as part of a team, clearly identify corporate role, as
well as associate contractors, prime or subcontractor/vendors and their
roles. State approximate dollar value of the effort and the percent
accomplished by the potential offeror, (2) Personnel Experience - Name,
professional qualifications and specific relevant experience of key
management and technical personnel, as well as their proposed role(s)
in this effort. Any information submitted should be directly relevant
to the central technical or management tasks envisioned for successful
completion of the Warfighter-1 project. To be found capable, potential
offerors must demonstrate acceptable corporate capability and personnel
experience in all the technical areas described above, or outline
credible plans for the subcontracting of areas in which in-house
capability is limited or non-existent. The SOC must include contract
number, name, address and telephone number of th contracting officer
for contracts represented as similar to the work proposed under this
effort. Any other specific and relevant information that pertains to
this potential procurement that might enhance the government's
understanding of the information submitted, may also be provided. The
length of the anticipated effort is 36 months fabrication, plus 1-3
years orbital operations. Total funding estimated for the anticipated
scope is between $10 million and $50 million. Contract type is
anticipated to be Cost Plus with either Award Fee or Incentive Fee or
both. At least a secret facility clearance will be required. The
successful offeror will require access to militarily critical
technology data, which is controlled under the Export Control Act. Only
contractors listed on the Qualified Contractors Access List may receive
controlled data. Contact the Defense Logistics Services Center, Federal
Center, 74 North Washington, Battle Creek, MI 49016-3412,
1-800-352-3572, to become registered and certified. Foreign owned/
foreign controlled firms and foreign nationals are advised that they
will not be allowed to participate as the prime contractor for this
effort. Interested contractors must indicate whether they qualify as a
small business, an 8(a) certified firm, a socially and economically
disadvantaged business, a woman owned business, a historically black
college or university, a minority institution or if company size status
under Standard Industrial Classification (SIC) Code 8731, 1000
employees. Based upon the evaluation of responses to this announcement,
the Government reserves the right to set aside this acquisition, or
portions thereof for, 8(a) program, socially and economically
disadvantaged businesses, small businesses, historically black colleges
and universities, or minority institutions. Do not provide
advertisement brochures in lieu of a written SOC. The SOC is limited to
twenty (20) pages, with resumes not included in the page count. The SOC
must reference RFP No F29601-95-R-0037 and be received within thirty
(21) days of the publication of this announcement. Replies received
later than this date, responses by telegram or FAX will not be
reviewed. The Government anticipates the release of a draft RFP 20 days
after the receipt of SOCs. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
receive and communicate serious concerns from potential offerors when
an offeror prefers not to use established channels during the proposal
development phase of the acquisition. Before using the services of the
Ombudsman, potential offerors are encouraged to use established
channels to request information, pose questions, and voice concerns.
