Strategic Defense Command's (USASSDC's) Targets, Test & Evaluation
Directorate is seeking industry capabilities for the resumption of its
Airborne Meteorological Test Support (AMTS) effort. The overall
objective of this effort is to provide the conduct of an airborne
meteorological data collection support program via an airborne
platform, specifically the High Altitude Reconnaissance Platform
(HARP). Activities required include provision of a modified data
collection aircraft (Learjet 36a, or equivalent), aircraft operations
and aircraft maintenance, performance of technical analyses of
meteorological data collection requirements and instrumentation
capabilities for a variety of mission scenarios, planning to support
mission conduct, test range interface, and other sponsor/contractor
coordination, sensor definition, design, implementation and/or
acquisition to meet mission requirements, data collection sensor
systems installation and maintenance, sensor systems/aircraft
integration, sensor system operations to collect meteorological data,
and data assessment and reduction of collected data to support mission
requirements submitted by USASSDC, Ballistic Missile Defense Office
(BMDO), and other government program/project offices. A SECRET facility
clearance is required for this effort. Additionally, laboratory
facilities and capabilities to perform sensor calibrations and
meteorological data reduction are required. The period of performance
for this effort is twelve (12) months, with mission performance
capability to be in place by January 1, 1996. The size of the effort is
anticipated to range between $500,000 and $1,000,000. Pursuant to FAR
6.302-1(2)(ii), this acquisition is planned to be directed to Aeromet,
Inc., Tulsa, OK (which previously provided this effort), unless one or
more alternate sources can be identified. This announcement and
responses thereto will constitute a market survey whose purpose is to
identify possible alternate sources. Responsible, qualified sources
should submit written information (which will permit evalution of their
capabilities to perform this effort) to the U.S. Army Space and

DASG60-95-0136. Information provided should relate to the specific
technical areas involved in the described effort and should identify
the source and availability of the required modified data collection
aircraft. The Standard Industrial Classification (SIC) Code applicable
to this procurement is 8731. Firms responding to this notice should
state whether they are small or small disadvantaged businesses, the
size standard for which is 1,000 employees. This acquisition will be a
100% small business award and is not open to the participation of
foreign firms. No verbal submissions will be accepted. No facsimile
