Contracting Officer, (703)805-2970 1. CONTRACT INFORMATION: A-E
services to be performed under this contract will provide environmental
management and planning support for the U.S. Army Garrison Fort
Belvoir. Work will provide support in compliance with environmental
laws, regulations, and requirements to which Fort Belvoir is subject,
as well as management and planning of natural and cultural resources.
One (1) firm-fixed price Indefinite Delivery-Type contract will be
negotiated and awarded. Contract will be for a base period of one year
and an option period of one year. The annual ceiling for the base year
and the option year is $750,000. Individual delivery orders will not
exceed $150,000. The contract is anticipated to be awarded in March 96.
Subcontracting Plan Requirements: If the selected firm is a large
business concern, a subcontracting plan will be required, on that part
of the work it intends to subcontract, consistent with Section 806(b)
of PL 100-180, PL 95-507, and 99-661. A minimum of 25% of the total
planned subcontracting dollars shall be placed with small business
concerns (SB), and 8% be placed with small disadvantaged businesses
(SDB), including Historically Black Colleges and Universities or
Minority Institutions, and 5% with Women-Owned Businesses (WOB). This
plan is not required with this submittal. 2. PROJECT INFORMATION:
Environmental work to be performed under this contract will include,
but not limited to, any or all of the following: a) Preparation and
update of the installation's natural resources management plans; b)
Preparation of integrated pest management plans for horticulture and
landscape activities; c) Environmental assessments and environmental
impact statements; d) Wetlands investigations and delineations; e)
Stormwater management planning; f) Erosion and sediment control
planning; g) Cultural resources assessment and studies (to include
evaluation of historic structures and archeological sites in accordance
with the Secretary of Interior's standards); g) HABS/HAER
documentation; h) National Register of Historic Places nominaions; i)
Site and facility environmental audits; j) Environmental studies and
reports; k) Environmental baseline surveys; l) Environmental risk
assessments; m) site surveys and data gathering, as directed to develop
and evaluate energy conservation opportunities (to include preparation
of comprehensive reports documenting work performed, the results,
recommendations,a nd complete programming documentation); n) Design and
preparation of plans/specifications for environmental projects
including hazardous and toxic waste (HTW) sites and facility closures;
o) Asbestos and lead paint testing, management planning, and abatement
design; p) record and title searches; q) Field investigations including
soil borings, soil gas analyses, topographic surveys, mapping,
monitoring well installation, and groundwater/wastewater/potable water
quality assessments; r) Underground storage tank investigations; s)
Chemical sampling and analysis; t) Development of budgets and
construction cost estimates; u) Technical reviews of reports prepared
by others; v) Preparation of permit applications; and w) Miscellaneous
Title II services in support of the above. 3. SELECTION CRITERIA: See
Note 24 for general A-E selection process. The above described work
may require some or all of the following disciplines: chemistry,
biology, ecology, archeology, historic architecture, civil,
environmental, geotechnical, chemical, structural, mechanical,
electrical, and safety engineering, industrial hygiene, hydrology,
geology, cost estimating, HTW sampling and analysis, real estate
evaluation, and topographic surveying. Firms must demonstrate in-depth
knowledge of and experience with federal and state environmental
statutes, including RCRA, TSCA, NEPA, ESA, FIFRA, CWA, and in obtaining
regulatory permits. Firms must show that chemical and physical
laboratory analyses will be performed by an EPA, Commonwealth of
Virginia, and Corps of Engineers validated laboratory. In addition to
the specified requirements, for consideration for selection will also
include, in order of importance: (a) Past experience and demonstrated
capabilities in the type of work described above; (b) Past experience
in preparing plans, specification, and other environmental documents;
(c) Location of offices in proximity to Ft. Belvoir, VA; (d) Computer
capability including Intergraph GIS and CADD capabilities; (e) Capacity
to accomplish work orders in required tmeframes; (f) Past performance
on Department of Defense contract(s) in terms of cost control, design
awards, and meeting established schedules. 4. SUBMISSION REQUIREMENTS:
See Note 24 for general submission requirements . Interested firms
having the capabilities to perform this work must submit one copy of SF
255. A SF 255 must be submitted for prime and joint ventures. A SF 254
must be submitted for prime, joint ventures, and consultants. The SF
255 and SF 254 shall clearly indicate the staffing of the office(s)
indicated to do the work. Responses to this announcement received
within 30 calendar days from the date of this issue will be considered
for selection. Should the due date falls on a weekend or holiday, the
SF 255s and SF 254s will be due the first workday thereafter. Street
