Notice - Indefinite Quantity Contract for Architectural-Engineering
Services for repair/maintenance, alteration, and new construction
projects located in the Northern Plains Area (NPA) (Montana, North
Dakota, South Dakota, Wyoming, Nebraska, Utah, Colorado, and Kansas).
The contract to be awarded shall be for a base period of one (1) year,
with four (4) one-year option periods. The contract shall incorporate
architect-engineering services as required which shall include, but
not be limited to: energy related studies, environmental assessments,
lead paint and asbestos surveys, investigative reports, concept
studies, field investigations, design criteria development, designs,
analyses, drawings, specifications, detailed cost estimates, shop
drawings review and approval, construction monitoring, site inspection
services, design review services for Agricultural Research Service
(ARS) projects at locations throughout the United States, and other
related services. The Government agrees to obtain, under the contract,
a minimum of $1,000 worth of professional services. The maximum amount
of services to be obtained under the contract shall not exceed $500,000
per year. Firms for consideration shall be limited to those located in
any city within NPA or within 100 miles of NPA, who can provide
professional services in the disciplines of architecture, structural,
civil, mechanical, and electrical engineering for both design and
post-design contract services, draftsman, full-time construction
inspectors and cost estimators. Evaluation of firms will be made on the
following criteria, each element being of equal importance: A)
Professional qualifications necessary for satisfactory performance of
required services, B) specialized experience and technical competence
in the type of work required to include construction and renovation of
research laboratories, C) staffing and equipment to accomplish the
work in the required time, D) past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work and compliance with performance schedules, E) location
within the NPA or 100 mils of the NPA, F) computer-assisted design and
drafting capability (where such design is required), G) adequacy of
specialized facilities to provide required services, H) volume and
nature of present workload as it relates to the ability to perform the
work required, specialized technical skills, project coordination and
management skills, and team experience of proposed key personnel, J)
availability of additional contractor personnel or consultants to
support expansion or acceleration of the project. Firms meeting the
requirements stated are invited to submit SF-254's and SF-255's by
November 30, 1995. Any SF-254 and SF-255 forms received after the exact
time for receipt, as shown herein, shall be handled in accordance with
Federal Acquisition Regulation 15.412. This is not a request for
