Guerry, Contract Specialist. Architectural and Engineering Services for
various projects at all activities under the authority of the Officer
in Charge of Construction at the Naval Weapons Station, Goose Creek SC.
The contract will be for an indefinite quantity of engineering services
projects which may include: (1) Preparation of engineering studies,
analyses, reports and cost estimates. (2) Preparation of detailed
plans, specification and cost estimates for designated construction
projects. (3) All plans shall use Autocad release 12 and shall be
submitted as hard copies along with 1.4, 3 1/2 inch disks. (4)
Specifications shall be backed up on disk in compatible Word Perfect
(6.0) format. (5) All work shall be tied to official established
horizontal and vertical control. (6) All necessary permits and
applications shall be completed for projects. (7) There will be a
guaranteed minimum of $10,000.00 to the A/E firm selected. The contract
will be indefinite type where orders will be placed on an ``as needed''
basis, intermittently, for a period of time which shall not exceed 12
months or $200,000.00, whichever comes first. The A/E fees per project
shall not exceed $100,000.00. There will be a guaranteed minimum of
$10,000.00. Selection will be based on the following criteria which are
numbered in order of importance: (1) Ability to perform civil,
structural and planning projects. (2) Professional qualifications of
present staff of the firm and consultants if any. (3) Ability to
provide all information using the Autocad system. (4) Quality control
program of the firm. (5) Past experience if any with respect to
performance on Department of Defense contracts. (6) Location of the
firm in the general geographic area of the project, provided there is
an appropriate number of qualified firms for consideration. A-E firms
which meet the requirements described in this announcement are invited
to submit completed SF-254 (unless already on file) and SF-255, US
Government Architect-Engineer Qualifications, to the office shown
above. Firms responding by 22 October 1995 will be considered. Firms
having a current SF 254 on file with this office may also be
considered. See Note 62. This is not a request for proposal. Any
