USCA-96-R-004. POC Penny Starliper, Contracting Officer. The proposed
contract action is for the acquisition of a commercial, off-the-shelf
(COTS) integrated personnel and payroll management information system,
to be modified as necessary, to meet the human resources requirements
of the judiciary. The judiciary intends to implement an integrated
Human Resources Management Information System (HRMIS) in place of its
current Organization/Personnel Database System, payroll system, Thrift
Savings Plan database, and Administrative Office leave tracking
system. This system will allow decentralization of data entry for some
personnel and payroll processes, but permit a central system to
generate the payroll and to store the official personnel and payroll
information for the judiciary. The proposed contract includes the COTS,
required fixed-price modifications and system acceptance of the
software, required support software of the COTS, training courses and
materials, additional documentation (such as manuals, training
materials, etc), technical services necessary for implementation,
system maintenance support and other reporting requirements. The
government expects to award a contract consisting of a basic year with
nine option years. It is anticipated that the proposed award will be
an indefinite-delivery, indefinite-quantity type of contract. The
solicitation is anticipated to be released mid-to-late November. All
