COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 26,1995 PSA#1460US Department of Energy, Albuquerque Operations Office, Contracts and
Procurement Division, PO Box 5400, Albuquerque, NM 87185-5400 H -- SUPPORT SERVICES FOR NUCLEAR EXPLOSIVES SYSTEMS SAFETY
STUDIES/SURVEYS SOL DE-RP04-96AL89506 DUE 112795 POC Daniel J. Saiz,
(505) 845-4225, Contract Specialist, Eusebio M. Espinosa, (505)
845-5809, Contracting Officer. The U.S. Department of Energy (DOE),
Albuquerque Operations Office(AL), seeks sources to provide technical
support to the Nuclear Explosive Safety Division (NESD). Technical
support encompasses assisting NESD staff prepare for DOE and DOD
studies by researching NES issues and recommending courses of action,
researching weapon design historical information with emphasis on
nuclear explosive safety design features and their evaluation,
preparing background material for NESD management, assisting NESD staff
in the preparation of NES study reports, assisting NESD staff prepare
NES procedures, standards, and guides, assisting NESD staff prepare for
NES appraisals, and evaluating required and recurrent NES training for
new DOE employees and current NESD staff. DOE Orders and AL
Supplemental Directives 5610.10 and 5610.11 require Nuclear Explosive
Safety Study (NESS) groups to evaluate all operations on or involving
nuclear explosives while in DOE custody. DOE Order and AL Supplemental
Directive 5610.13 and the DOD Directive (DODD) 3150.2 require Nuclear
Weapons Systems Safety (NWSS) groups to evaluate all operations on
nuclear weapon systems in DOD possession. These evaluations assure that
there are positive measures (1) to prevent nuclear explosives/weapons
involved in accidents from generating a nuclear yield, (2) to prevent
the deliberate unauthorized prearming, arming, launching, firing,
releasing or detonating of a nuclear explosive, (3) to prevent the
accidental or inadvertent prearming, arming, launching, firing,
releasing or detonating of a nuclear explosive, and, (4) to assure
adequate security to prevent unauthorized access to a nuclear
explosive/weapon. Also, DOE Order 5610.11 requires that nuclear
explosives, while in the custody of DOE, must be evaluated to assure
positive measures are in place to prevent dispersal of plutonium. The
responsibility for implementing the AL NES program has been assigned to
NESD. NESD schedules, coordinates, and chairs NESS group meetings on
nuclear explosive operations underthe cognizance of AL and represent AL
at NESS groups evaluating nuclear explosive operations conducted by
Nevada Operations. Because of the accelerated schedule for nuclear
explosive dismantlement mandated by National policy which is currently
fully loading Departmental nuclear explosive safety manpower, NESD
will not be able to support the number of NES reviews and provide the
required documented NES recommendations without the assistance of a
trained and qualified technical support contractor. Absence of this
support may impact mandated nuclear explosives disposition schedules.
NESD proposes to use the technical support contractor to assist AL NESS
group members prepare for NESS group meetings and minimize the time
required to prepare the subsequent reports and supporting
documentation. It is important that the technical support contractor
retain similar experience base in order for their services to be of
maximum benefit to the Department. The technical support contractor
must be familiar with the entire spectrum of activities within NESD,
with particular emphasis on activities within NES day-to-day programs
and NES specialized training programs. They need to be familiar with
DOE and DOD organizational structures and personnel, including our NATO
allies. The purpose is to support the timely management of NES while
supporting efficient and ultimately the safest means of nuclear
explosive disassembly/assembly and nuclear weapon design. Although not
representing the Department, the technical support contractor must be
and remain technically knowledgeable of nuclear explosive operational
activities and the policy and programs supporting these activities, in
order to maximize the usefulness of the technical support and to
address issues which are of paramount concern to Department. All
responsible sources should submit their qualification documentation not
later than 30 days from publication. Any party interested in being
considered as a potential source for this contract must respond with a
statement of interest that: (1) Describes the technical expertise and
experience in the area of nuclear explosive safety discipline. Address
your companies ability to provide support for multiple projects
simultaneously in the areas of nuclear explosive or weapon system
safety technical discipline, to include past performance experience and
references. (2) Describe the staffing and response capability on boh
routine and surge basis. (3) Address fully the staff depth and
individual expertise. At a minimum, your company needs to be thoroughly
familiar with the design requirement for nuclear explosive relating to
the concepts of strong/weak links, isolation, HE sensitivity, abnormal
environment definition and threats, nuclear explosive hazard analysis
and personnel reliability concepts/programs. This award will be set
aside for small business. The SIC number is 8741 and the size standard
is $3.5 million. Only written responses to this notice will be
accepted and should be addressed to the point of contact, Daniel J.
Saiz, at the address listed above or faxed to (505) 845-4210. Technical
questions may be addressed to Mr. Steve Thompson by calling him at
(505) 845-5679 or by FAX to (505) 845- 4209. Business questions should
be address to Eusebio M. Espinosa calling him at (505) 845-5809 or by
FAX (505) 845-4210. All questions will need to be followed in writing
to Daniel J. Saiz at the address listed above. Control No. 95-23.
