Personnel and Payroll Processing Services - The Bureau of the Census
(BOC) is seeking information on the availability of a service bureau to
provide automated personnel and payroll processing services to its
temporary employees hired for 2000 Decennial Census. These employees
will work in the field or in temporary offices during the pretests and
other operations including the 2000 Decennial Census. The operations
begin October, 1996 and will continue through June, 2001. There will be
up to 559 temporary offices located stateside, Puerto Rico, Virgin
Island, and Pacific Island territories; these report to 12 Regional
Census Centers (RCC). Employees in the 12 RCCs and in 4 Data Capture
Centers, all located Stateside, are part of this temporary workforce.
The total number of applications for Census jobs may reach 1.5 million
with as many as 550,000 employees paid each pay period at peak
employment. The employees paid will have no fixed work schedule and no
fixed number of hours during the pay period. Personnel and payroll
forms used would have to capture all information needed by Census. In
addition, the appropriate documents,must be generated for employees as
formal notification of appointment, conversion of position, and
termination. A file of this information must be created to use in
updating the persons record in the Central Personnel Data File at the
Office of Personnel Management. Tapes and the Standard Form 1166
''Voucher and Schedule of Payments'' must be created for the Department
of Treasury. Earnings statements must be provided for each employee for
each pay period. W-2s and pay cards must also be generated. All state
and local requirements must be met for tax and reporting purposes. The
temporary employees to be serviced do not: earn leave, receive health
or life insurance, have deductions for retirement, Thrift Savings
Plan, bonds, or allotments. Employees may be subject to medicare only
or social security only. In addition to receiving pay for hours worked,
the employee must receive reimbursements for their travel and telephone
charges in the same pay check. The pay check must also include
incentive pay, if earned. The timesheets must be accepted daily and the
payroll period will be weekly The system must reject a claim for a date
which has already been paid. The system must handle adjustments and
corrections to current and prior pay periods. The pay must be available
to the employee 10-13 days after the end of the pay period. The
employee must be able to elect either Electronic Funds Transfer to a
financial institution or having the check mailed to their designated
address. Accounting data as defined by BOC must be provided on a weekly
basis. All legal and regulatory requirements must by provided for both
personnel and payroll. Interested parties capable of performing these
services shall submit a detailed capabilities statement, complete
technical information and a cost estimate within 30 days from the date
of this notice to the attention of ADAMS-RFI-96-2 at the above
