COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 27,1995 PSA#1461U.S. Department of Commerce, National Data Buoy Center, Stennis Space
Center, MS 39529-6000 66 -- HIGH FREQUENCY DIGITAL DATA ACQUISITION SYSTEM SOL RFO
13-SSC-0-95-1 DUE 121395. Contact Gregory Fletcher, Contract
Specialist, 601-688-2223/Harold G. Taulbee, Contracting Officer,
601-688-1640. NASA/SSC plans to issue a Request for Offer (RFO) to
procure a High Frequency Digital Data Acquisition, Recording,
Archiving, and Playback System (HFDAS) for the use with the Space
Shuttle Main Engine (SSME) testing at Stennis Space Center. To reduce
project risk only off-the-shelf equipment utilizing current proven
technology shall be considered. The HFDAS assemblies shall be housed in
close proximity to the engine tests, in a blast resistant,
environmentally controlled area. The system shall be capable of
acquiring data at a dual sample rate per channel for a minimum of 128
analog channels. Analog signal input voltage shall range plus/minus 10V
(differential input). Dual sample rates shall be 10.24 ksps (low sample
rate) and 102.4 ksps (high sample rate) and be non-aliased. The system
shall provide a minimum of 64 TTL input discrete channels, 16 TTL
output discrete channels and 16 channels of optically isolated digital
inputs. The system shall be capable of receiving and time tagging
(IRIG-B) and storing both sample rates in a real time digital format
continuously for a minimum of 1300 seconds on separate storage media.
The system shall provide archiving of the high sample rate data
post-test on a removable, industry standard 8mm tape. The system shall
have a measurement accuracy of plus/minus 0.05% of FS or better,
inclusive of all contributing errors. Bandwidth input shall be DC to 40
KHz The system shall provide post-test playback capability in digital
and ana log reproduction forms as well as provide post-test analyses
capabilities. The system control functions shall be analogous to an
analog tape recorder and be controllable from the front panel or via
remote control. The system shall be modular and expandable in design
and compatible with standard 19'' racks. The vendor shall be capable of
providing the extract proposed demonstration system for a SSC on-site
evaluation before contract award. The vendor shall be capable of
delivering a complete order within 120 days. This solicitation will be
released via the NASA Acquisition Internet Service (NAIS). All
potential offerors will be responsible for downloading their own copy
of the solicitation with hard copies being made available on request,
but the closing date will be the same as that required for the NAIS
released solicitation. It is the offerors responsibility to monitor
NAIS for solicitation release as the solicitation will be released as
soon as practicable whether prior or subsequent to November 8, 1995.
Transmission by facsimile at 601-688-1141 or by internet E-mail to
Gregory.Fletcher @SSC.NASA.GOV is acceptable. Descriptive literature of
proposed system shall be submitted. (298) Loren Data Corp. http://www.ld.com (SYN# 0294 19951026\66-0001.SOL)
