M -- OPERATION AND MAINTENANCE, REPAIR AND PERFORMANCE EVALUATION SERVICES AT ENVIRONMENTAL RESTORATION PROJECT SITES SOL DACW31-96-R-0011 DUE 121295 POC Carol Williams or Marie Johnson (410) 962-3464 or 962-5638 Sites are located within the boundaries of the North Atlantic Division which include the District of Columbia, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia and West Virginia, with lessor work efforts within Maine, New Hampshire, Vermont, Connecticut, Massachusetts, and Rhode Island. The U.S. Army Corps of Engineers is providing environmental remediation services to various customers and facilities. These services have included all phases of work up to construction of remedial facilities. The facilities constructed consist of, but are not limited to, groundwater withdrawal, treatment and disposal plants (pump and treat facilities); various forms of permanent and/or semi-permanent closure caps; various other specific treatment types. The evaluation factors in order of importance with subelements equal in weight will consist of (A) Corporate Capability including (1) capabilities and experience of offeror and identified subcontractors; (2) identification of essential job positions; (3) identification of specific personnel; and (4) historic work load; and (B) Construction Management including (1) a staffing plan for both craft and professional labor; (2) health and safety implementation; (3) construction quality control plan outline and description and (4) construction schedule; and ~ Cost. This procurement is set aside for small business concerns, and teaming arrangements are acceptable. The prime contractor of the team must be a small business and prime contractors are required to perform a minimum of 50% of the work over the life of the contract. The SIC code applicable is 8744 for Base Maintenance with a size standard of $5,000,000. This is not environmental remediation for construction. (0298)
