PROKO, (215)697-9621 FISC Norfolk Detachment Philadelphia intends to acquire services for the removal and scrapping of three ex-Navy target ships currently located at the Mare Island Naval Shipyard in Vallajo, CA. The services to be performed will require the contractor to prepare, make ready for, and accomplish the removal/towing of the Ex-Tolman (DD 740), Ex-Picking (DD 685), and Ex-Southerland (DD 743), from Mare Island Naval Shipyard to their facility and perform dismantlement. Efforts will include clean-up, removal, and disposal of hazardous waste and materials. In their current state, the vessels are known to have loose and friable asbestos, lead based paint, and polychlorinated biphenyls (PCBs) in cabling, vent duct gaskets, and various adhesive/rubber products. All towing, dismantlement, and disposal must be performed in accordance with applicable Federal, Stae, and local laws and regulations. The necessary repairs and material installation required for the physical preparation of the vessels for towing from the governemnt facility has been accomplished, but the above does not warrant or prevent further water intrusion or loss of vessel during the resultant tow. The vessels must be removed from Mare island Shipyard within thirty days after resultant award. All dismantlement services must be performed at the contractor's facility. A time and materials type contract is being contemplated, and will be conducted as a Full and Open competitive solicitation.
