The National Aeronautics and Space Administration (NASA) plans to issue a solicitation to establish university centers for Visiting Investigator Program-Affiliates. The centers, called VIP-Affiliate, extent the expertise and facilities offered by the Commercial Remote Sensing Program (CRSP) Office at the John C. Stennis Space Center through the use of university capabilities. VIP-Affiliates will be modeled after the successful VIP-Affiliate pilot program at the University of South Carolina. Two (2) universities will be selected under this solicitation for VIP_Affiliate status in order to respond to the increasing commercial demand for introductory exposure to remote sensing technology and applications, and allow students working at the VIP-Affiliate centers to be involved in real-world problems through working directly with the spatial information industry. The two new centers will be in addition to the continuing VIP-Affiliate program at the University of South Carolina. Participation in the VIP-Affiliate is open to all U. S. educational institutions. As all CRSP programs operate on a partnership arrangement, all proposals must involve cost sharing by the participating university. Responders must demonstrate a commitment of appropriate cash or in-kind contributions. NASA has prepared a draft Statement of Work for VIP-Affiliate which will be available for review about October 31, 1995. Written comments on the draft Statement of Work will be accepted until November 30, 1995. NASA is seeking constructive ideas and recommendations for incorporation into the final VIP-Affiliate solicitation.
