ENTITIES FOR THE DESIGN-BUILD OF THE TERRE HAUTE IN PROCESSING &
DISTRIBUTION CENTER Sol 415046-95-A-0327, Due 111795, POC Project
Manager, James Pankovics, 215/931-5419. This is a Notice of intent to
pre-qualify entities for design/build (using the Design/Build delivery
system) of a new processing and distribution facility (P&DF) of
approximately 157,000 gross square feet located on a 14 acre site on
Margaret Street, Terre Haute, IN. The work includes a new P&DF with
retail store and associated site improvements and renovation work at
the Main Post Office and the P&D Annex. The estimated design and
construction cost range for the work is $8 million to $11 million. The
issue date for the design/build solicitation is approximately December
15, 1995. The Postal Service intends to pre-qualify a minimum of three
design/build entities. Offers will be evaluated and consideration will
be given to firms responding to this advertisement in accordance with
the technical criteria in the following order of descending preference:
(1) Design/Build new construction/renovation experience on Building
Officials and Code Administrators International, Inc. (BOCA) classified
industrial projects of this magnitude completed in the past three (3)
years. Provide references of all previous clients broken out by a list
of all BOCA classified industrial completed projects accomplished by
the design/build (D/B) entity office which will perform the work in the
last 3 years. Have in-house architect and engineering (A/E) capacity or
agreement with qualified A/E firm with registration in the State of
Indiana and demonstrated ability of successfully working as a team. A/E
firm shall have Autocad Version 12.0 or later and Microsoft Word 6.0.
A/E firms and engineering consultants are required to provide evidence
of current errors and omissions insurance in the amount of not less
than $200,000.00; (2) Financial stability and certification of current
bonding capacity; and capability to bond this project shall be
demonstrated, (3) Experience in phased or fast-track construction (on
industrial projects), working on construction in an environment that
has to have operations maintenance at all times; (4) Design and
construction experience on building listed in Historic Register; and
(5) Minority Business Enterprise participation, Women Business
Enterprise and Small Business program commitment as defined by USPS.
Provide record of experience in the last 5 years for MBE/WBE/SBE extent
of participation on design/build ``tracked'' projects. Qualifications
will be evaluated by a US Postal Service committee and all firms will
be advised within sixty days of the closing date for the
pre-qualification statements. The pre-qualification package is
available and requests for the package must be in writing (no telephone
request will be accepted). Pre-qualification statements must be
received by close of business, November 17, 1995. Contractor
pre-qualification statements will not be returned. This is not a
request for proposals. Requests for the pre-qualification package
should be submitted in writing to the following address: United States
