ability to furnish the services described herein are requested to give
written notification (including the telephone number for a point of
contact) to the procuring office above within forty five (45) calendar
days from the date of this synopsis. The U.S. Geological Survey,
Branch of Geological Hazards has a requirement for satellite Master
Earth Station (MES) and very small aperture terminal (VSAT) maintenance
and repointing services. The MES is located at the National Earthquake
Information Center (NEIC) in Golden, CO. Approximately 80 VSATs are
located through the CONUS region (approximately 60 of which are
currently in service). The performance period for services will be
December 15, 1995 through December 14, 1996. The repointing services
will be required during June and/or July of 1996, coordinated with the
end-of-life of the GE K2 satellite. Services required include:
Remedial maintenance of the MES and VSAT equipment, including remote
diagnosis of the MES, overnight exchange of failed MES modules, and
timely exchange of failed VSAT equipment from a spares pool; emergency
on-site MES repairs as needed and annual on-site preventative
maintenance; repointing and peaking the MES antenna and up to 40 VSAT
antennas as designated by the Government; and up to 100 EPROMS preset
to the new outlink frequencies as need by the Government. The existing
satellite system comprising the MES and VSATs was acquired from
Scientific-Atlantic in 1990. Much of the system operating software is
proprietary and much of the hardware, including the bust demodulators,
outlink modulators, fail-over redundancy, and VSAT digital processing
unit are proprietary to and are manufactured by Scientific-Atlanta.
Offerors will be required to have an intimate knowledge of the
satellite system from end-to-end, to have a spares inventory of
critical MES components, to have VSAT spares pool and depot repair
facilities, and to be able to produce Scientific-Atlanta model 4555 DPU
compatible EPROMS. Based on information available at this time, and in
accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the
Government consides the item specified as a sole source from
Scientific-Atlanta, 420 N. Wickham Road, Medbourne, FL 32925, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
notice may represent the Government's only official notice of this
