accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. Offerors are advised that a
conventional solicitation will NOT be issued but that the solicitation
will appear in a subsequent edition of the Commerce Business Daily
(CBD). The Defense Nuclear Agency (DNA) is seeking technical support
for the coordination between DoD and the Federal Bureau of
Investigation (FBI) in deterring proliferation of Weapons of Mass
Destruction (WMD) through organized crime in the Baltic States, Eastern
Europe, and the Former Soviet Union. The nature of this work is dynamic
and requires quick response to new and changing project requirements in
order to provide expert support to DNA and FBI in the area of WMD
counterproliferation as it relates to operations, intelligence,
security and safeguards, training and National level exercises, optimum
system architecture, and equipment integrated logistic support. The DoD
recognizes the requirement to identify the nature and extent of the
threat posed by WMD, and need by the FBI to assist law enforcement
agencies of foreign nations to prevent and deter the acquisition of WMD
and other weapons grade materials. This effort is designed to enhance
DNA's capability to provide DoD support to the FBI in its
counterproliferation effort verses terrorist, paramilitary, covert and
organized crime uses of WMD overseas. All contractor personnel will
require a DoD security clearance of TOP SECRET. Offerors must provide
address information to the contract negotiator in order to be included
on the mailing list in case any supplemental package and/or amendments
are issued to the solicitation which will appear in a subsequent
edition of the Commerce Business Daily (CBD). Address information must
