CSSD-CM-CN, (205) 955-1187. The U.S. Army Space and Strategic Defense
Command (USASSDC), Targets, Test and Evaluation Directorate, is seeking
industry capabilities for the National Missile Defense (NMD) Targets
Program. The objective of this effort is to provide NMD targets and
penetration aids (penaids) design and development, testing,
fabrication, characterization, integration and mission support to
USASSDC in support of the Ballistic Missile Defense Organization (BMDO)
Consolidated Targets Program. The contractor will be required to
provide all tasks that are necessary to design, develop, instrument and
fabricate six (including option) Army Test Vehicle (ATV) Reentry
Vehicles (RVs) and ten (including option) ATV Rigid Light Replicas
(RLRs), ejection/release systems and support equipment. Also included
in this effort is integration and testing of the RVs, RLRs and other
penaids identified as Canisterized Light Replicas (CLRs) and
Canisterized Traffic Balloons (CTBs), into Intercontinental Ballistic
Missile (ICBM) payload deployment systems. The CLRs, CTBs, associated
penaid ejector/release systems and payload deployment systems will be
developed/fabricated by other contractors and provided as Government
Furnished Property (GFP). The payload deployment systems will be
launched on Minuteman II missile systems. All target systems will be
launched from Western Range (WR), Vandenburg Air Force Base (VAFB), CA
into reentry points near the Kwajalein Missile Range (KMR). Launch
operations will be performed by another agency/contractor(s) beginning
in the third quarter fiscal year 1998. The period of performance will
be fifty-four months for support of four missions, plus one twelve
month option for support of two missions. A bidders library will be
established to provide representatives of interested firms with an
opportunity to familiarize themselves with available pertinent
technical information on systems to be developed/used. A SECRET
clearance will be required for this effort and for access to the
bidders library. It is anticipated that foreign participation will not
be allowed. Interested firms should submit a summary of heir
qualifications and a letter indicating their intent to submit a
proposal within fifteen (15) days of the publication date of this
notice. Such letter should be addressed to USASSDC, ATTN:
CSSD-CM-CN/Kenneth Bragg. Firms responding are requested to include the
necessary security information regarding their facility clearance and
indicate whether they are a small business, small disadvantaged
business, educational institution, other non-profit institution, or
large business. The applicable SIC code and size standard for this
