220-7424 Provide professional architecture/engineering services for the
planning of Coast Guard shore facilities in Oregon, Washington and
Alaska. Work may include the following disciplines: project manager,
architecture and site planning, civil,structural, mechanical and
electrical engineering, landscape architecture, cost estimating,
surveying and drafting, report writer and typist. Services required may
include producing master plans, Basic Facility Requirements,
Engineering Evaluations,feasibility studies, site studies,
documentation of capital improvement projects, housing market surveys,
environmental analysis (excluding asbestos), site plans, landscape
plans, rendering, graphics and presentation briefs. Professional
services do notinclude design, construction documents, or construction
support. Documents should be produced in formats compatible with
AUTOCAD and desktop publishing programs. Specific projects will be
defined and negotiated on an individual task basis. Proposedprocurement
will result in two (2) Indefinite Delivery contracts to be in effect
for one year with a one year option to extend services. Each contract
has a maximum potential of $500,000 annually. Estimated contract award
date is February 1996. Theevaluation criteria in descending order of
importance are: (1) Professional qualifications of the firm's staff and
consultants to be assigned to the project related to planning services
(2) Specialized experience of the firm in related work (3) Pastrecord
of performance with Government & private clients (4)
Capacity/capability of the firm to accomplish most of the work with
in-house staff (5) In-house production capability, including CADD and
desk top publishing (6) Project team organization, keypersonnel roles
and responsibilities, and quality control procedures (7) Knowledge of
geographic area (OR, WA, AK) (8) Minority/women ownership and
employment of firm and consultants; provide percentages of minority and
women employment by discipline inthe firm. Firms desiring consideration
must submit SF 255, SF 254 and any consultants SF 254s including
organizational chart of key personnel to be assigned to this proect.
The submittals must be received in this office at the close of business
(4 PMPacific Time)30 days (first day following a weekend or holiday)
after publication of this notice. Telephone calls are discouraged as no
further technical or project specific information will be furnished
prior to selection of short listed firms. Thefollowing information
applies only to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned anddisadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivablefinancing.
