(301) 713-0829. The U.S. Department of Commerce/NOAA intends to issue,
on a sole source basis, a contract with the Logistics Management
Institute, in McLean, Virginia, a Federally-funded Research &
Development Center (FFRDC), to provide services for the Office of
Economic Conversion Information (OECI), for continued development of
the Defense Economic Statistics Information Management System (DESIMS),
and further refinement of the PARCELS program. PARCELS is an innovative
system created to assist communities rocked by military base closures.
This system was designed by a group of both public and private sector
experts, developed under the leadership of Department of Commerce's
Economic Development Administration (EDA). EDA oversees the nation's
largest community-level base reuse effort. This effort requires an
organization familiar with economic adjustment and reinvestment, as
well as DOD procurement and related ecnomic impacts. In particular, EDA
is seeking an organization that can complete the following tasks in an
expeditious and cost-effective manner: (l) Estimate current and future
DOD downsizing impacts and develop screening methodologies for showing
economic impacts by location; (2) Analyze the effect of these impacts
on the demand for EDA assistance programs; (3) Provide systems
modifications, enhancements, and data updates, as required, to EDA's
Defense Economic Security Impact Monitoring System (DESIMS); (4)
Provide systems modifications, enhancements, and data updates, as
required to EDA's Base Reuse Information System; (5) Provide an annual
update on Federal, State, Local, and private programs and initiatives
available to assist communities, individuals, and industries with
economic development and defense transition; (6) Provide regular
updates to all files and categories of information currently on the
OECI system; (7) identify and provide information on current press
releases and news articles on economic development and defense
conversion activities; (8) Continue toupdate and maintain a master
index of information in the OECI data base, the procedures for
collecting and updating OECI information, and the schedule for data
collection and updates; (9) Identify and collect additional data in
other categories of OECI identified information including: (a) Speeches
and testimony; (b) economic data; (c) industry trends; (d) base closure
and realignment announcements, points of contact, and projects; (e)
defense industry employment impacts; (f) financial strategies for
conversion and development; (g) list of directories for economic
development and Defense conversion groups and associations; (h)
assistance and service providers; (i) technology issues, alliances,
Defense technologies, and technology reinvestment projects; and (j)
other information areas, as identified and required. (10) Review
technology transfer, economic development, and defense conversion
issues, and provide recommendations on the integration of new
developments into the OECI information systems; (11) Assist in the
training and transition of OECI staff to accomplish information
collection and updates; and (12) Provide briefing and status reports on
a regular basis. The proposed contract is for services which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. The period of performance will be for a
base period and four (4) option periods, SUBJECT TO THE AVAILABILITY OF
FUNDING. This synopsis is for information purposes only, and not a
request for competititive proposals. Written requests for information
must be accompanied by specific capability to respond to the
requirement and must be received within fifteen (45) calendar days
after the publication date of this notice to be considered. Information
