project is UNRESTRICTED. The Standard Industrial Classification (SIC)
Code, for this project is 1542 - General Contractor, Nonresidential,
Other than Industrial Buildings and Warehouses. The size standard is
$17.0 million. This is a design/build project. The requirements include
renovation of an existing high-bay building to include multiple floors
with a minimum of 150,000 sf occupied space. The facility will
accomodate approximately 650 people from the Naval Facilities
Engineering Command (NAVFACENGCOM) and the Judge Advocate General
(OJAG). The RFP documents provide only a building design concept. The
Contractor shall be responsible for completing design, coordinating and
constructing the facility complete and ready for use. Requirements
include but are not limited to the following: demolition of identified
miscellaneous structures within and around buildings leaving a clear
open shell space, removal/disposal of PCBs, control of asbestos
containing materials, and mechnical and electrical modifications. In
addition to the design/build requirements, the Contractor shall take
into consideration a plan to integrate an energy efficient and
environmentally responsive design known as ''greening''. The plan and
construction shall rpovide the reduction of energy consumption
(efficiency), utilize resources more efficiently for environmental
responsiveness and also improve the livability of the building.
Contractors will be given (but not restricted to) greening design
opportunities and parameters. This is a REQUEST FOR TECHNICAL PROPOSALS
as a SOURCE SELECTION PROCUREMENT. Award will be based on price and
other non-priced factors which may include, but are not limited to:
Technical/Management Factors: Greening Plan, Project Staffing, Work
Plan, Subcontracting Plan, Relevant Experience and Past Performance.
Requests for plans and specs must be made in writing accompanied with
a check in the amount of $110.00 made payable to the order of EFA
Chesapeake, mailed or delivered to the above address. Contractors
within the local rea are encouraged to pick up a copy of the
solicitation in the Plans and Specs Office, 1st floor, Building 212.
The hours of operation are between 7:30 am to 3:30 pm, Monday through
Friday. Requests for bidders must be made separately. There is no
charge for bidders list. Please note, the plans and specs will be
issued on a first-come, first-serve basis. The projected date for
issuance of proposals is 13 November 1995. The projected date for
receipt of proposals is 10 January 1996. The estimated cost of the
