intends to procure non-rechargeable, high performance lithium
batteries. The batteries are divided into two groups, Rectangular:
BA-X590, BA-X598, BA-X112, BA-X567, BA-X557, BA-X847A, BA-X093,
BA-X290, and Cylindrical: BA-X600, BA-X800, BA-X372, BA-X567. The
government intends to make up to four awards for solicitation
DAAB07-95-R-G321 under a 60%-40% split of the reuqirement based on a
best value configuration. The contracts resulting from this acquisition
shall be IDIQ-requirements type contracts with an ordering period of up
to five years. Delivery orders will be issued to notify the contractor
of delivery, delivery schedule and destination. Only sources with
domestic production capabilities shall be conisdered for award.
Hardware samples for the following battery types will be required to
meet the requirements of MIL-PRF-49471 and the appropriate slash sheet:
BA-X590, BA-X588, BA-X372, BA-X800. Twenty (20) samples will be
required of each type battery group proposed (Ten samples of each type
of battery). Hardware samples and proposal prices will be
simultaneously submitted. Battery quantities shall be divided into four
equal ranges from a quantity of one up to the maximum quantity for each
battery. Offerors shall be required to submit an offer on all ranges
for all battery types in each/either of the two groups. The government
reserves the right to make one award for either or both configurations
should only one offeror remain in the competitive range after testing
of hardware samples. Therefore, offerors will also be required to
submit a proposal on 100% of the quantities. This acquisition shall be
accomplished using an Electronic Bulletin Board (EBB). Requests for
solicitation and related documents in paper form shall not be honored.
Draft specifications have been posted to the EBB. Formal solicitation
release is forecast on/about 16 November 1995, thirty days will be
allowed for submission of proposal and hardware samples. The formal
Request for Proposal will be issued under solicitaion
#DAAB07-96-R-J601. Contractors expressing interest in this acquisition
in writing will eceive information regarding the EBB. EBB telephone
number will then be provided upon initiation of the board. The
solicitation shall contain specific information regarding technical
