Contracting Officer, Barbara Steinbock, 505/846-2246. The Air Force
Phillips Laboratory, Directorate of Contracting, Kirtland AFB New
Mexico, intends to award a sole source contract via contract
modification to the prime contractor, MZA Associates, Incorporated, to
provide additional hours on a pre- existing contract for continuation
of work already in progress on analyzing and reducing the data from an
airborne experiment (Airborne Laser Extended Atmospheric Compensation
Experiment (ABLE ACE). Emphasis is on data reduction and simulation
work. The contract type is level of effort with award fee. No new work
will be started under this effort. This modification will be awarded
to MZA provided other sources cannot furnish the requirement at more
favorable terms. Firms responding should indicate if they are a Small
Business, a Socially and Economically Disadvantaged Business, an 8(a)
qualified business, or Woman-Owned Business. Any companies falling in
the aforementioned categories must submit a Statement of Capability
(See Note 25) to Ms Dee Jojola, Contract Specialist, PL/PKLA,
505/846-2537, 2251 Maxwell Avenue SE, Kirtland AFB NM 87117-5773. As a
result of analyzing the responses to this synopsis of intent, the
contracting officer may determine that a solicitation will be issued to
those prospective sources who, in the sole judgement of this purchasing
activity, have the potential of successfully fulfilling the
requirements. All responses from responsible sources will be
considered. If a solicitation is issue synopsis will be published. Any
such solicitation will be issued to the intended contractor and all
firms that respond to this synopsis of intent or otherwise request a
copy of the solicitation. For the purposes of being a small business,
the following applies: SIC Code 7371, Size Standard $7M. The Government
reserves the right to set this acquisition aside for Small Business,
SBA 8(a) Program, Small Disadvantaged Business, Historically Black
Colleges or Universities (HBCU) or Minority Institutions (MI) based
upon known sources and/or responses to this synopsis. Firms responding
are reminded to indicate whether they fal into any of these
categories. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. Potential offerors
should use established channels to request information, pose questions,
and voice concerns before contacting the Ombudsman. For serious
