B -- SMALL BUSINESS TECHNOLOGY TRANSFER PROGRAM SOL SMALL BUSINESS TECHNOLOGY POC Paul Mexcur tel: 202/358-4498 The National Aeronautics and Space Administration (NASA) will open its Small Business Technology Transfer Pilot Program Solicitation (STTR 96) on November 9, 1995, with a closing date of January 25, 1995. This Program is authorized by Title II of the Small Business Research and Development Enhancement Act of 1992. First introduced in 1994, the STTR was established as a three-year, three-phase program for converting technology from research institutions (universities, non-profit organizations, federally funded research and development centers, etc.) into the private marketplace through the entrepreneurship of a small business. The four technology research topics in which proposals will be sought are: (1) general aviation; (2) access-to-space; (3) space science instrument advanced technologies; and (4) human exploration and development of space. The 1996 NASA STTR Solicitation will be made available ''electronically'' by means of the World Wide Web (www), Internet FTP and the NASA SBIR/STTR bulletin board system (BBS). Paper copies of the solicitation will not be distributed. Telephone requests to acquire the solicitation will not be accepted. Instructions for electronic access to the solicitation are as described below: (1) Via World Wide Web (www): The solicitation will be accessible via the NASA Commercial Technology Network (NCTN) homepage and the National Technology Transfer Center (NTTC) homepage. The Universal Resource Locator (URL) address for the NCTN homepage is: http://nctn.hq.nasa.gov/. The URL homepage is: http://www.nttc.edu. (2) Via Internet File Transfer Protocol (FTP): The server is ''CONEY.GSFC.NASA.GOV'' and the IP address is ''131.182.171.61''. The login is ''anonymous''; the password is ''guest'' or the user's current Internet e-mail address. (3) Via the NASA SBIR/STTR Bulletin Board System (BBS): Access to the BBS is available toll-free on (800) 547-1811 nationwide (except for the Washington DC area) or commercially on (202) 488-2939. BBS specifications are: (a) Baud - 2400-9600; (b) Parity - None; (c) Data Bits - 8; (d) Stop Bits - 1. (4) If an offeror does not have the capability to access these materials electronically, using on of the bove methods, then the offeror may send to NASA, a written request to receive these materials on a diskette. In this request, the offeror should state the lack of capability as the reason for the request, and should specify the type of diskette format (Mac or PC are available) and the type of word processing format (Word, WordPerfect and text are available). The offeror should allow 10 business days (after request receipt) for these materials to be mailed.
