READ AS FOLLOWS:1. CONTRACT INFORMATION: A-E services to performed
under this contract will provide environmental management and planning
support for the U.S. Army Garrison, Fort Belvoir, VA. Work will
provide support in compliance with environmental laws, regulations, and
requirements to which Fort Belvoir is subject, as well as, management
and planning of natural and cultural resources. One (2) firm fixed
price Indefinite Delivery-Type Contract will be negotiated and awarded.
Contract will be for a base period of one year and an option period of
one year. The annual ceiling for the base year and the option year is
$750,000. Individual delivery orders will not exceed $150,000. The
contract is anticipated to be awarded in March 1996. Subcontracting
Plan Requirements: If the selected firm is a large business concern, a
subcontracting plan will be required, on that part of the work it
intends to subcontract, consistent with Section 806(b) of PL 100-180,
PL 95-507, and 99-661. A minimum of 25% of the total planned
subcontracting dollars shall be placed with small business concerns
(SB), and 8% be placed with small disadvantaged businesses (SDB),
including Historically Black Colleges and Universities or Minority
Institutions, and 5% with Women-Owned Business (WOB). This plan is not
required with this submittal. 2. PROJECT INFORMATION: Environmental
work to be performed under this contract will include, but not be
limited to, any or all of the following: a) Preparation and update of
the installations natural resources management plans; b) Preparation of
integrated pest management plans; c) Preparation of urban tree
management plan; d) Environmental assessments and environmental impact
statements; e) Wetland investigations, delineations, and mitigation
design; f) Stormwater management planning; g) Erosion and sediment
control planning; h) Cultural resources assessment and studies (to
include evaluation of historic structures and arheological sites in
accordance with the Secretary of Interior's standards); i) HABS/HAER
documentation; j) National Register of Historic Places nomination; k)
Recreational studies; l) Environmental education displays and programs
(including interpretive trail design); m) site and facility
environmental audits; n) Environmental studies and reports; o)
Environmental baseline surveys; p) Environmental risk assessments; q)
Site surveys and data gathering; r) Design and preparation of
plans/specifications for environmental projects; s) Record and title
searches; t) Field investigations including soil boring, soil gas
analyses, topographic surveys, mapping, monitoring well stallation and
groundwater/wastewater/potable water quality assessments; u) Chemical
sampling and analysis; v) Development of budgets and construction cost
estimates; w) Technical reviews and reports prepared by others; x)
Preparation of permit applications; and z) Miscellaneous Title II
services in support of the above. 3. SELECTION CRITERIA: See Numbered
Note 24 for general AE selection process. The above described work may
required some or all of the following disciplines: biology, ecology,
archeology, historic architecture,. civil, environmental, geotechnical,
chemical, mechanical, electrical, and safety engineering, industrial
hygiene, hydrology, geology, chemistry, cost estimating, environmental
sampling and analysis, real estate evaluation, computer aided design
and drafting,. geographic information systems, and topographic
surveying. Firm must demonstrate indepth knowledge and experience with
Federal and state environmental statutes including, NEPA, ESA, FIFRA,
CWA, CZMA, Sykes Act, TSCA, and RCRA in addition to obtaining
regulatory permits and design approvals. Firms must also demonstrated
in-depth knowledge and experience in the Army environmental regulations
such as AR 200-1, AR 200-2, and AR 200-3, and with major environmental
programs such as the Chesapeake Bay Initiative. Firms must show that
chemical and physical laboratory analyses will be performed by an EPA,
Commonwealth of Virginia, and Corps of Engineers validated laboratory.
In addition to the above, the criteria for consideration for selection
will also include, in order of importance: 1) Past experience and
demonstrated capabilities in the development of natural resources
management plans federal facilities; 2) Past experience and
demonstrated capabilities n jurisdictional wetland boundary
delineations, Section 404 subaqueous bed permit application
preparation, and wetland mitigation design within the purview of the
Baltimore and/or Norfolk Districts of the Corps of Engineers; 3) Past
experience and demonstrated capabilities in the preparation of design
plans and specifications as well as NEPA documents for Army
installations; 4) Location of an office in close proximity to Fort
Belvoir; 5) Computer capability, including Intergrad CADD and GIS
capability; 6) Capacity to accomplish work orders within required
timeframes; 7) Past experience on Department of Defense contract(s) in
terms of cost control, design awards, and meeting established
schedules. 4. SUBMISSION REQUIREMENTS: See Numbered Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit one (1) copy of SF 255. A SF 255 must be
submitted for prime and joint ventures. A SF 254 must be submitted for
prime, joint ventures and consultant(s). The SF 255 and SF 254 shall
clearly indicate the staffing of the office(s) indicated to do the
work. Responses to this announcement received within 30 calendar days
from the date of this issue will be considered for selection. Should
the due date fall on a weekend or holiday, the SF 255s and SF 254s will
