Transportation Systems Center intends to negotiate on a sole source
basis with Cardion, Inc. for a Cooperative Area Precision Tracking
System (CAPTS) Receiver/Transmitter Station, less RF Modems and MWS
Hostess Boeard, model number CCRT-202 or equal to extend the coverage
of the Federal Aviation Administration's (FAA) existing CAPTS at the
Hartsfield Atlanta International Airport (HAIA) to conduct tests of the
Precision Runway Monitoring (PRM) application. The Receiver/Transmitter
Station must be functionally equivalent to, and directly
interchangeable with the existing Model Number CCRT-202
receiver/transmitter stations in use by the FAA at HAIA and currently
manufactured by Cardion, Inc. Critical functions of this equipment
include the detection and decoding of secondary surveillance radar
emissions and logging the precise time of their arrival in addition to
transmission of Mode A, Mode C and Mode S interrogations and data link
messages. The supplier's ability to provide a unit that willl
accurately mimic the internal synchronization and processing delays of
the existing FAA receiver/transmitter station equipment along with
execution of command inputs and generation of target reports and status
messages that will allow a direct interface with the Model Number
CCMWS-203 Workstation, also manufactured by Cardion, Inc., are
considered to be essential in order to ensure full compatibility with
the FAA's existing CAPTS. Thus, an in depth knowledge of the current
CCRT-202 system architecture, including access to hardware and signal
processing techniques proprietary to Cardion, Inc. and its
subcontractors, as well as the interface between the CCRT-202 and
CCMWS-203 are esstential. Material to be delivered to the FAA at HAIA
within 13 weeks of contract award. In the absence of responses from
firms who can demonstrate their capability to perform this requirement,
the Volpe Center intends to negotiate with Cardion, Inc. on a sole
source basis for the item described above. The authority for this
action is 4 U.S.C. 253 (c)(1). All responsible sources may respond to
the synopsis and all responses will be fully considered by the agency.
Interested firms are asked to submit 2 copies of descriptive
literature on the above item to the Contracting Officer within 15 days
from the published date of this notice in the Commerce Business Daily.
No contract will be awarded on the basis of offers/proposals received
in response to this synopsis since this notice is not a request for
offers/proposals. See numbered Note 22. Responses must reference
Procurement Request No. 53-145. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Business and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
