The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to acquire, on a non-competitive basis, documentation development, configuration management and user assistance for IRTool, an existing Infrared Search and Track (IRST) X Windows analysis tool from its developer, Arete Associates, PO Box 6024, Sherman Oaks, CA 91413. IRTool was developed under a contract to support the Office of Naval Research Infrared Analysis Modeling and Measurement Program (IRAMMP). Also to be acquired are atmospheric modeling and data analysis updates existing and to future IRAMMP data - including updates to IRTool modules and atmospheric transmission test support. The support is expected to be required for two years. All deliverables will be made to NSWCDD. This action is considered non-competitive because the extensive development effort already done by the contractor has resulted in expertise with the developed system that is not available from any other source.
