As part of a demonstration program, the Department intends to procure the services of a Management and Marketing Contractor for the real estate owned functions located in the Sacramento area. The entire demonstration program will include three areas, the other two areas will be advertised and competed separately. The services of a management and marketing contractor are needed to ensure that: properties which are in HUD's custody are protected and preserved pending conveyance; properties which are owned by HUD are properly managed, evaluated, and marketed in a manner which produces the highest possible return to the mortgage insurance funds; properties under sales agreements are promptly closed; and average losses on sales and the average time properties remain in the inventory are reduced. The successful contractor for the HUD Sacramento area will be required to provide all facilities, materials, supplies, equipment, labor, services and working capital required to successfully manage single family properties (1 - 4 units) owned or in the custody of HUD located in the Sacramento area, to successfully market those single family properties which are owned by HUD, and to successfully oversee the sales closing activity.
